A zero-emission vehicle, or ZEV, is a vehicle that does not emit exhaust gas or other pollutants from the onboard source of power. The California definition also adds that this includes under any and all possible operational modes and conditions. This is because under cold-start conditions for example, internal combustion engines tend to produce the maximum amount of pollutants. Roy Cooper
Roy Asberry Cooper III (born June 13, 1957) is an American attorney and politician, serving as the 75th governor of North Carolina since 2017. A member of the Democratic Party, he served as the 49th attorney general of North Carolina from 2001 to 2017. He also served in the North Carolina General Assembly in both the House of Representatives (1987–1991) and Senate (1991–2001). Cooper defeated Republican incumbent Pat McCrory for the governorship in a close race in the 2016 election. William Gray "Bill" Daughtridge Jr. (December 19, 1952 – September 2, 2019) was a businessman from Rocky Mount, North Carolina, who served three terms from 2003 to 2008 as a Republican member of the North Carolina General Assembly representing the state's twenty-fifth House district, including constituents in Nash County.
