''Northern Skirts'' () is a 1999 German language, German-language film directed by Barbara Albert. It was an international co-production between Austria, Germany, and Switzerland. It was Austria's official List of submissions to the 72nd Academy Awards for Best Foreign Language Film, Best Foreign Language Film submission at the 72nd Academy Awards, but did not manage to receive a nomination. The film addresses the marginalisation of the Vienna's migrant and ethnic minority population against the background of rising xenophobia encouraged by Joerg Haider and the so-called Freedom Party. Barbara Albert (born 1970 in Vienna) is an Austrian writer, film-producer and film-director. She studied filmmaking at the Wiener Filmakademie. Her first film to become known to a larger audience was '' Nordrand'', which describes the reality of life of Yugoslavian children in Vienna. Tudor Chirilă (born 28 May 1974 in Bucharest, Socialist Republic of Romania, Romania) is a Romanian actor, musician, composer, and producer. He was the lead singer of the band Vama Veche (band), Vama Veche, after which he founded the band Vama. As an actor, he featured in both short and long movies and has played reference roles in plays of some of the most important Romanian directors. In 2012, he published his first book, "Exerciții de Echilibru", which has united some of the writings from his personal blog. This is a list of submissions to the 72nd Academy Awards for Best Foreign Language Film. The Academy Award for Best Foreign Language Film was created in 1956 by the Academy of Motion Picture Arts and Sciences to honour non- English-speaking films produced outside the United States. The award is handed out annually, and is accepted by the winning film's director, although it is considered an award for the submitting country as a whole. Countries are invited by the Academy to submit their best films for competition according to strict rules, with only one film being accepted from each country. For the 72nd Academy Awards, the Academy invited 75 countries to submit films for the Academy Award for Best Foreign Language Film. The submission deadline was set on November 1, 1999. Austria has submitted films for the Academy Award for Best International Feature Film since 1961. The award is handed out annually by the United States Academy of Motion Picture Arts and Sciences to a feature-length motion picture produced outside the United States that contains primarily non-English dialogue.
