Nikolay Pankov
Nikolay Vasilyevich Pankov (russian: Никола́й Васи́льевич Панко́в; born January 5, 1965) is a Russian political figure and a deputy of the 5th, 6th, 7th, and 8th State Dumas. In 2008, he was granted Candidate of Sciences in Economics degree. In 1994, Pankov started working in the Saratov Oblast Duma as a consultant of the secretariat of the chairman of the regional parliament. In 1996, he started working in the administration of the Saratov Oblast. From 2001 to 2005, he was the assistant and then head of the secretariat of the Deputy Chairman of the State Duma of the Russian Federation Vyacheslav Volodin. In October 2005, he was elected deputy of the Saratov Oblast Duma of the 4th convocation. In 2007, he was elected deputy of the 5th State Duma. The State Duma of the Federal Assembly of the Russian Federation of the 8th convocation (russian: Государственная Дума Федерального Собрания Российской Федерации восьмого созыва) is the current convocation of the lower house of Russian parliament. The composition of the 8th State Duma was determined based on the results of the 2021 legislative election. Elections were held using a mixed system: 225 deputies were elected on party lists and 225 — in single-member constituencies. Of the 14 parties that participated in the elections, only 5 were able to overcome the 5% barrier. And for the first time since 1999, more than four parties were able to form their own factions. Three more parties and five independent candidates were able to win one seat each through single-mandate constituencies. Vyacheslav Viktorovich Volodin (russian: Вячеслав Викторович Володин; born 4 February 1964) is a Russian politician who currently serves as the 10th Chairman of the State Duma (since 5 October 2016). He is a former aide to President Vladimir Putin. The former Secretary-General of the United Russia party, he was a deputy in the State Duma from 1999 until 2011 and from 2016 to present day. From 2010 until 2012, he was Deputy Prime Minister of Russia. He is also a former first deputy Chief of Staff of the Presidential Administration of Russia. Volodin engineered Putin's conservative turn in his third term. He is part of Putin's inner circle. The Order "For Merit to the Fatherland" (russian: Орден «За заслуги перед Отечеством», ''Orden "Za zaslugi pered Otechestvom"'') is a state decoration of the Russian Federation. It was instituted on 2 March 1994 by Presidential Decree 442. Until the re-establishment of the Order of St. Andrew in 1998, it was the highest order of the Russian Federation. The order's status was modified on 6 January 1999 by Presidential Decree 19 and again on 7 September 2010 by Presidential Decree 1099.
