New York Special Judicial Election, 1870
A special judicial election was held on May 17, 1870, to fill the seats on the re-organized New York Court of Appeals. Background An Amendment to the New York Constitution, adopted in New York state election, 1869, November 1869, re-organized the Court of Appeals. The first judges were to be elected at a special statewide election to take office on July 4, 1870. The new Court had a Chief Judge, elected as such,From 1847 to 1870, the office of Chief Judge was rotative by seniority among the judges. and six associate judges. Each ticket could have only four candidates for associate judge so that at least two judges were elected by the minority party. In April 1870, a new city charter for New York City was enacted by the New York State Legislature under instructions from William M. Tweed. New York Court Of Appeals
The New York Court of Appeals is the highest court in the Unified Court System of the State of New York. The Court of Appeals consists of seven judges: the Chief Judge and six Associate Judges who are appointed by the Governor and confirmed by the State Senate to 14-year terms. The Chief Judge of the Court of Appeals also heads administration of the state's court system, and thus is also known as the Chief Judge of the State of New York. Charles Mason (July 18, 1810 in Plattsburgh, Clinton County, New York – May 31, 1879 in Utica, Oneida County, New York) was an American lawyer and politician from New York. Life He studied law with William Ruger in Watertown, was admitted to the bar, and practiced in partnership with Ruger until 1838 when he removed to Hamilton. He was District Attorney of Madison County, New York from 1845 to 1847. He was a justice of the New York Supreme Court (6th D.) from 1847 to 1868, and ex officio a judge of the New York Court of Appeals in 1853 and 1861. At the New York state election, 1867, he ran on the Republican ticket for the Court of Appeals, but was defeated by Democrat Martin Grover. In January 1868, he was appointed by Governor Reuben E. Fenton to the Court of Appeals to fill the vacancy caused by the death of William B. Wright. Rufus Wheeler Peckham (December 20, 1809 – November 22, 1873) was an American lawyer, jurist, and congressman from New York from 1853 to 1855. He was the father of U.S. Supreme Court justice Rufus W. Peckham. Biography Peckham was born in Rensselaerville, New York in Albany County on December 20, 1809 to Peleg Benjamin (1762–1828) and Desire (Watson) Peckham (1767–1852). Charles Andrews (May 27, 1827 New York Mills, Oneida County, New York – October 22, 1918 Syracuse, Onondaga County, New York) was an American lawyer and politician. He was Chief Judge of the New York Court of Appeals from 1881 to 1882 and from 1892 to 1897. Life He was the son of George Andrews and Polly Andrews.
