New York State Route 264 (NY 264) is a north–south state highway located within Oswego County, New York, in the United States. It runs for from an intersection with County Route 57 (CR 57, formerly NY 57) in the village of Phoenix to a junction with NY 3 in the town of Palermo. The southernmost portion of NY 264 serves as a connector between Phoenix and NY 481, which bypasses the village to the northeast. When NY 264 was assigned in the early 1930s, it originally served the hamlet of Pennellville, located midway between Phoenix and Palermo. The route was altered to bypass the community later in the decade. Phoenix is a village in Oswego County, New York, United States. The population was 2,382 at the 2010 census. The name is derived from Alexander Phoenix. The village of Phoenix lies in the Lake Ontario lake-effect snow belt, with seasonal snow totals regularly exceeding . Phoenix lies in the southwest part of the town of Schroeppel. At around 11:00 pm on September 23, 1916, Phoenix was nearly completely devastated by a fire that destroyed most of the business district, killing 1 person. 1930 State Highway Renumbering (New York)
In January 1930, the U.S. state of New York implemented a major renumbering of its state highways. Many previously existing numbered routes were renumbered or realigned. At the same time, many state highways that were previously unnumbered received designations. Most of the highways with numbers in the 100s to 300s were assigned at this time. Route numbers were assigned in clusters based on their general location. Because some of these route numbers are no longer in use, the pattern of clusters is not fully apparent today. Before 1930, the route numbering system in place had its origins in the 1920s. At the time, New York only assigned numbers to a small subset of its state highways. Route numbers spanned from 1–80, with routes running primarily north–south having even numbers and routes generally running east–west having odd numbers. The office of Superintendent of Public Works was created by an 1876 amendment to the New York State Constitution. It abolished the canal commissioners and established that the Department of Public Works execute all laws relating to canal maintenance and navigation except for those functions performed by the New York State Engineer and Surveyor who continued to prepare maps, plans and estimates for canal construction and improvement.
