New York City Independent Budget Office
The New York City Independent Budget Office (IBO) is a publicly funded agency of New York City that provides nonpartisan information about the city's budget and local economy to the public and their elected officials. The office has no policymaking role. Role of the agency The Independent Budget Office presents budgetary reviews, economic forecasts, and policy analyses in the form of reports, testimony, memos, letters, and presentations. The agency also releases an annual volume of budget options for New York City, produces guides to understanding the budget, and provides online access to key revenue and spending data from past years. Because the information IBO provides is independent of the interests of the Mayor, the agency also serves as a counterbalance to the Mayor’s executive powers in the budget process, including control of budget-related data. New York City Council
The New York City Council is the lawmaking body of New York City. It has 51 members from 51 council districts throughout the five Borough (New York City), boroughs. The council serves as a check against the Mayor of New York City, mayor in a mayor-council government model, the performance of city agencies land use decisions, and legislating on a variety of other issues. It also has sole responsibility for approving the city budget. Members elected in or after 2010 are limited to two consecutive four-year terms in office but may run again after a four-year respite; however, members elected before 2010 may seek third successive terms. The office of New York City Public Advocate (President of the City Council) is a citywide elected position in New York City, which is first in line to succeed the mayor. The office serves as a direct link between the electorate and city government, effectively acting as an ombudsman, or watchdog, for New Yorkers. History The office was created in 1993, when the New York City Council voted to rename the position of President of the City Council. New York City Comptroller
The Office of Comptroller of New York City, a position established in 1801, is the chief financial officer and chief auditor of the city agencies and their performance and spending. The comptroller also reviews all city contracts, handles the settlement of litigation claims (amounting to $975 million in 2019), issues municipal bonds, and manages the city's very large pension funds ($240 billion in assets under management as of 2020). The comptroller is elected citywide to a four-year term, and can hold office for two consecutive terms. As of 2021, the comptroller had a staff of 800 people, and a budget of over $100 million.
