The New Year Address by the President of Russia (russian: Новогоднее обращение президента Российской Федерации) is a traditional speech given in Russia by the President to the citizens, and generally broadcast on Russian television. History In Russia, tuning in before midnight to watch the President's speech (russian: новогодние обращения) has become traditional. The president gives the New Year speech from the Kremlin, a few minutes before the Kremlin Clock chimes at midnight followed by the performance of the National Anthem of Russia. The Kremlin Clock (russian: Кремлёвские часы; ''Kremlyovskiye chasy'') or Kremlin Chimes (russian: Кремлёвские куранты; ''Kremlyovskiye kuranty''), also known colloquially in the West as Moscow Clock Tower, is a historic clock on the Spasskaya Tower of Moscow Kremlin. The "State Anthem of the Russian Federation" is the national anthem of Russia. It uses the same melody as the "State Anthem of the Soviet Union", composed by Alexander Alexandrov, and new lyrics by Sergey Mikhalkov, who had collaborated with Gabriel El-Registan on the original anthem. From 1944, that earliest version replaced "The Internationale" as a new, more Soviet-centric and Russia-centric Soviet anthem. The same melody, but without any lyrics, was used after 1956. In December 2013, two separate suicide bombings a day apart targeted mass transportation in the city of Volgograd, in the Volgograd Oblast of Southern Russia, killing 34 people overall, including both perpetrators. The attacks followed a bus bombing carried out in the same city two months earlier.
