New Engineering Contract
The New Engineering Contract (NEC), or NEC Engineering and Construction Contract, is a formalised system created by the UK Institution of Civil Engineers that guides the drafting of documents on civil engineering, construction and maintenance projects for the purpose of obtaining tenders, awarding and administering contracts. The NEC contract is widely used in both the United Kingdom and Hong Kong. There have been attempts, largely unsuccessful, at introducing the NEC contract into both Australia and New Zealand from at least 1994 but the contract remains relatively obscure in both countries. There have been four editions, the first in 1993, the second in 1995, the third in 2005 and the most recent in 2017. The NEC3 was launched in 2005 and it was amended in April 2013. Tin Shui Wai Hospital () is a public hospital in Tin Shui Wai, Hong Kong. The 300-bed hospital is part of the New Territories West Cluster serving the population of Yuen Long and Tuen Mun districts, particularly those in the Tin Shui Wai New Town. It opened in 2017. History As the population of Tin Shui Wai continued to grow, the need for a hospital in the area became apparent. Hospital Authority had initially rejected the proposal of constructing a hospital in the area due to limited resources. This led to demonstrations on 25 November 2007, 14 February 2008, and 27 April 2008. Efficiency And Reform Group
The Efficiency and Reform Group (ERG), established in 2010, was part of the Cabinet Office which worked in partnership with HM Treasury to form the corporate centre for UK Government. Its objectives were to reform the way government works and to support the transformation of government services by driving cost savings and focusing on growth. ERG worked collaboratively with government departments to identify common areas for savings.
