Nelson City Council
Nelson City Council is a unitary local authority. It has its headquarters in Nelson. History Nelson City Council was created in 1992. Local governance of Nelson began with Nelson Province in 1853, which covered the entire upper South Island. Provinces were abolished in 1876 and replaced with smaller counties and boroughs, including a Nelson Borough. In the 1989 local government reforms, Nelson was made part of the Nelson-Marlborough Regional Council, then in 1992 that regional council was split into multiple parts, including today's Nelson City Council. Scope Nelson City Council's area covers the entire region of Nelson, covering 424 km2. Its population was 53,082 in 2018. It borders the Tasman and Marlborough Districts. Unitary Authority
A unitary authority is a local authority responsible for all local government functions within its area or performing additional functions that elsewhere are usually performed by a higher level of sub-national government or the national government. Typically unitary authorities cover towns or cities which are large enough to function independently of a council or other authority. An authority can be a unit of a county or combined authority. Canada In Canada, each province creates its own system of local government, so terminology varies substantially. Nelson Province
Nelson Province was constituted in 1853 under the New Zealand Constitution Act 1852, and originally covered the entire upper South Island, including all of present-day Buller, Kaikoura, Marlborough, and Tasman districts, along with Nelson City, Grey District north of the Grey River, and the Hurunui District north of the Hurunui River. It was reduced in size by the creation of Marlborough Province in November 1859, then abolished in 1876, along with all the provinces of New Zealand. Area Nelson Province initially covered the entire upper South Island. The Marlborough Province split away from the Nelson Province on 1 November 1859 because the majority of the income of the Provincial Council came from land sales in the Marlborough region, but the funds were mostly used in the Nelson region. Counties Of New Zealand
A system of counties of New Zealand was instituted after the country dissolved its provinces in 1876, and these counties were similar to other countries' systems, lasting with little change (except mergers and other localised boundary adjustments) until 1989, when they were reorganised into district and city councils within a system of larger regions. History The Counties Bill of 1876 was initiated to merge 314 road boards into 39 counties. However, as a result of lobbying the number of counties had grown to 63 by the time the bill was enacted. They had chairmen, not mayors as boroughs and cities had; many legislative provisions (such as burial and land subdivision control) were different for the counties. By 1966, there were 112 counties. 1989 Local Government Reforms
The 1989 New Zealand local government reform was the most significant reform of local government in New Zealand in over a century. Some 850 local bodies were amalgamated into 86 local authorities, made up of regional and territorial levels. Background The last major local government reform was carried out through the abolition of provincial government. With effect of 1 January 1877, local government was vested in elected borough and county councils. The Counties Bill of 1876 created 63 counties out of the rural parts of the former provinces. Over the years, many new bodies were set up. Some of these bodies were multi-purpose, whilst others (for example harbour boards) were single-purpose. Nelson-Marlborough Regional Council
The Nelson-Marlborough Regional Council was one of 13 Regions of New Zealand, regional councils established through the passing of the Local Government Act 1987. The council was established in the 1989 local government reforms, but disestablished only three years later in 1992, when its functions went to the unitary authority, unitary authorities of Nelson City Council, Tasman District Council, and Marlborough District Council. Local Elections In New Zealand
Local elections are held every three years ending on the second Saturday in October in New Zealand to elect local government politicians using postal voting. Background Elections for the city, district and regional councils of New Zealand have a fixed election date, unlike general elections. Mayor Of Nelson, New Zealand
The mayor of Nelson is the head of the municipal government of Nelson, New Zealand, and presides over the Nelson City Council. The mayor is directly elected using a single transferable vote electoral system. The current mayor is Nick Smith, who was elected in September 2022. History 1874–1899 Joseph Dodson was elected as the first mayor of Nelson on 1 May 1874 by the city councillors under the Municipal Corporations Act 1867. He was unanimously elected to the position. Dodson was a former member of the Nelson Board of Works. Councillor Fell noted that Dodson had taken great interest in the welfare of Nelson and was an upright gentleman with integrity. The new council came into immediate conflict with the provincial government over finances. Nelson went bankrupt, the mayor resigned on 8 January 1875, and so did most of the councillors.
