National Reconciliation (Afghanistan)
National Reconciliation is the term used for establishment of so-called 'national unity' in countries beset with political problems. In Afghanistan the People's Democratic Party of Afghanistan government under Babrak Karmal issued a ten-point reconciliation program in 1985 upon the advice of Soviet leadership, called the National Reconciliation Policy or NRP. Creation Karmal appointed a six-member group of people who were not political party members to develop the National Reconciliation Policy. Mohammad Najibullah later intensified and broadened the proposals in 1987 to stop the Afghan Civil War which had continued since 1978 after the Saur Revolution. People's Democratic Party Of Afghanistan
The People's Democratic Party of Afghanistan (PDPA), ''Hezb-e dimūkrātĩk-e khalq-e Afghānistān'' was a Marxist–Leninist political party in Afghanistan established on 1 January 1965. Four members of the party won seats in the 1965 Afghan parliamentary election, reduced to two seats in 1969, albeit both before parties were fully legal. For most of its existence, the party was split between the hardline ''Khalq'' and moderate ''Parcham'' factions, each of which claimed to represent the "true" PDPA. The party originally followed leftist and Marxist–Leninist ideals. Despite its orientation, the party did not describe itself as "communist", instead using labels such as " national democratic" and "socialist". In its final years, the party gradually moved away from Marxism–Leninism and towards Afghan nationalism. Ghor Province
Ghōr (Dari: ), also spelled Ghowr or Ghur, is one of the thirty-four provinces of Afghanistan. It is located in the western Hindu Kush in central Afghanistan, towards the northwest. Conciliation Resources is an independent organization working with people in conflict to prevent violence and build peace, providing advice, support, and practical resources. Republic Of Afghanistan (1987-1992)
The Democratic Republic of Afghanistan (DRA),, renamed the Republic of Afghanistan, in 1987, was the Afghan state during the one-party rule of the People's Democratic Party of Afghanistan (PDPA) from 1978 to 1992. The PDPA came to power through the Saur Revolution, which ousted the regime of the unelected autocrat Mohammed Daoud Khan; he was succeeded by Nur Muhammad Taraki as the head of state and government on 30 April 1978. Taraki and Hafizullah Amin, the organizer of the Saur Revolution, introduced several contentious reforms during their rule, such as land and marriage reforms and an enforced policy of de-Islamization alongside the promotion of socialism. Revolutionary Council (Afghanistan)
The Revolutionary Council ( ps, د انقلابي شورا) of the People's Democratic Party of Afghanistan (PDPA) ruled the Democratic Republic of Afghanistan from 1978 until its collapse in 1992. The council was the supreme state power under the communist regime and was a carbon copy of the Supreme Soviet in the Soviet Union. The point with the council was to convene on a semiannual basis to approve decisions made by the presidium. The House of Representatives of the People, or Da Afghanistan Wolesi Jirga ( ps, دَ افغانستان ولسي جرګه), was the lower house of the bicameral National Assembly of the Islamic Republic of Afghanistan, alongside the upper House of Elders. The House of Representatives of the People was the chamber that bore the greater burden of lawmaking in the country, as with the House of Commons in the Westminster model. It consisted of 250 delegates directly elected by single non-transferable vote. Members were elected by district and served for five years. The House of Elders or Mesherano Jirga ( ps, د افغانستان مشرانو جرګه), was the upper house of the bicameral National Assembly of Afghanistan, alongside the lower House of the People (Wolesi Jirga). It was effectively dissolved when the Taliban seized power on 15 August 2021. The Taliban did not include the House of Elders and several other agencies of the former government in its first national budget in May 2022. Government spokesman Innamullah Samangani said that due to the financial crisis, only active agencies were included in the budget, and the excluded ones had been dissolved, but noted they could be brought back "if needed". Loya Jirga
A jirga ( ps, جرګه, ''jərga'') is an assembly of leaders that makes decisions by consensus according to Pashtunwali, the Pashtun social code. It is conducted in order to settle disputes among the Pashtuns, but also by members of other ethnic groups who are influenced by them in present-day Afghanistan and Pakistan. Historically, a ''loya jirga'' or a "great council" has been convened in order to elect a new head of state, approve a new constitution or resolve critical issues.
