National Population And Family Planning Commission
The National Population and Family Planning Commission (NPFPC; 2003–2013), formerly the National Family Planning Commission (NFPC; 1981–2003), was a cabinet-level executive department under the State Council, responsible for population and family planning policy in the People's Republic of China. The commission was dissolved and superseded by the National Health and Family Planning Commission in March 2013, during the first session of the 12th National People's Congress. Li Bin (politician)
Li Bin (; born October 1954) is a Chinese politician of Manchu descent from Fushun, in Liaoning province. She was the only Minister in charge of the National Health and Family Planning Commission existing from March 2013 to March 2018. She currently served as one of the vice-chairpersons of the 13th National Committee of the Chinese People's Political Consultative Conference since March 2018. She graduated from Jilin University with a degree in economics, and went on to receive her doctorate and conduct research in the same field. Li is a member of the Chinese Communist Party. She was chairperson and party secretary of the National Population and Family Planning Commission (2008–2011). She became vice- and acting governor of Anhui province in 2011, and was Governor of the province from February 2012 to March 2013. The term one-child policy () refers to a population planning initiative in China implemented between 1980 and 2015 to curb the country's population growth by restricting many families to a single child. China's family planning policies (Chinese: 计划生育政策) have included specific birth quotas (three-child policy, two-child policy and the one-child policy) as well as harsh enforcements of such quotas. Together, these elements constitute the population planning program of the People's Republic of China. Zhang Weiqing (; born March 1944) is a Chinese politician who served as director of the National Population and Family Planning Commission from 1998 to 2008.
