A multi-area agreement (MAA) was an English political framework that aimed to encourage cross boundary partnership working at the regional and sub-regional levels. They were defined by the Department for Communities and Local Government (DCLG) as voluntary agreements between two or more top tier (county councils or metropolitan district councils) or unitary local authorities, their partners and the government to work collectively to improve local economic prosperity. Unitary Authorities Of England
The unitary authorities of England are those local authorities which are responsible for the provision of all local government services within a district. They are constituted under the Local Government Act 1992, which amended the Local Government Act 1972 to allow the existence of counties that do not have multiple districts. They typically allow large towns to have separate local authorities from the less urbanised parts of their counties and originally provided a single authority for small counties where division into districts would be impractical. In England, local enterprise partnerships (LEPs) are voluntary partnerships between local authorities and businesses, set up in 2011 by the Department for Business, Innovation and Skills to help determine local economic priorities and lead economic growth and job creation within the local area.
