Afghanistan is a totalitarian theocracy and emirate in which the Taliban, Taliban Islamic Movement holds a monopoly on power. Dissent is not permitted, and politics are mostly limited to internal Taliban policy debates and power struggles. Higher education in Afghanistan, including post-secondary education, third stage, third level or tertiary education, falls under the Ministry of Higher Education which establishes government policies to reform higher education at Afghan universities. Farida Momand (born 14 January 1965) is an Afghans, Afghan doctor and politician who serves as Ministry of Higher Education (Afghanistan), Minister of Higher Education. Early life and education Momand was born in 1965 in the Momand Dara District of Nangarhar Province. She is of Pashtuns, Pashtun descent.
