The Ministry of Economic Development of the Russian Federation (russian: Министерство экономического развития Российской Федерации) is a federal ministry in the Russian Government. The ministry is responsible for regulating and forming policies related to socioeconomic and business development in Russia. History Andrei Nechayev was the first minister in 1992. He was fired in 1993. Andrei Shapovalyants replaced him. The Ministry has evolved in function and title over the years. In 1997, what was then known as the Ministry of Economy absorbed the Ministry of Defense, whose functions it carried solo until 1999, when the work of the Ministry of Defense was divided among five agencies. In 2000, at which point the agency was reconstituted as the Ministry of Economic Development and Trade, Herman Gref was appointed to the role of minister, a title he held until 2007. The Government of Russia exercises executive power in the Russian Federation. The members of the government are the prime minister, the deputy prime ministers, and the federal ministers. It has its legal basis in the Constitution of the Russian Federation and the federal constitutional law "On the Government of the Russian Federation". The Apparatus of the Government of Russia is a governmental body which administrates the activities of the government. According to the 1991 amendment to the 1978 constitution, the President of Russia was the head of the executive branch and headed the Council of Ministers of Russia. According to the current 1993 constitution, the president is not a part of the government of Russia, which exercises executive power. However, the president appoints the prime minister.
