Marci Ien (born July 29, 1969) is a Canadian politician serving as the minister for women and gender equality and youth since October 26, 2021. Barbara McDougall
Barbara Jean McDougall (born November 12, 1937) is a former Canadian politician. She served as a Member of Parliament from 1984 to 1993, and as Secretary of State for External Affairs from 1991 to 1993. She did not run again in the 1993 Canadian federal election which saw the incumbent Progressive Conservative government reduced to two seats in the House of Commons. Walter Franklin McLean, (born April 26, 1936) is a former Canadian politician. Born in Leamington, Ontario, he grew up in Victoria British Columbia, the son of James Walter Lewis McLean (1905–1998), a Presbyterian minister, and Frances D. Blair McLean. He studied at the University of British Columbia and Toronto's Knox College. Walter and his wife Barbara were designated as Presbyterian missionaries; Walter was the first CUSO coordinator in Nigeria in 1962. Following the Nigerian Civil War in Nigeria, the McLeans returned to Canada, and settled in Winnipeg, Manitoba, where Walter was involved in that province's 1970 Centennial Celebrations. In Canada from 1993 to 2003 and again from 2007 to 2008, secretary of state was a title given to junior ministers of state in the Government of Canada that sat outside Cabinet. Because it was a position that was assigned to assist Cabinet ministers, a secretary of state was legally a minister of state; the distinction is that, unlike a minister, a secretary is not a full cabinet portfolio itself and thus not considered a member of Cabinet. (They were hence considered junior to ministers of state.) The Secretary of State (Training and Youth), for instance, would assist the Minister for Human Resources and Development. This usage is opposite to that in the United Kingdom, where junior ministers generally report to more senior secretaries of state.
