Milton I. Southard
Milton Isaiah Southard (October 20, 1836 – May 4, 1905) was a U.S. Representative from Ohio. Born in Hanover, Ohio, Southard completed preparatory studies. He graduated from the Denison University, Granville, Ohio where he studied law. He was admitted to the bar in 1863 and commenced practice in Toledo, Ohio. He served as prosecuting attorney for Muskingum County, Ohio, from 1867 to 1871. Southard was elected as a Democrat to the Forty-third, Forty-fourth, and Forty-fifth Congresses (March 4, 1873 – March 3, 1879). He served as chairman of the Committee on Territories (Forty-fourth Congress). He moved to New York City and practiced law. Southard died in Zanesville, Ohio Zanesville is a city in and the county seat of Muskingum County, Ohio, United States. The 43rd United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. The 45th United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1877, to March 4, 1879, during the first two years of Rutherford Hayes's presidency. The apportionment of seats in the House of Representatives was based on the Ninth Census of the United States in 1870. The Senate had a Republican majority, and the House had a Democratic majority. The 45th Congress remained politically divided between a Democratic House and Republican Senate.
