Mike Summers
Michael Victor Summers (born 1952) is a Falkland Islands politician who served as a Member of the Legislative Assembly for the Stanley constituency from 2011 to 2017. He was previously a Member of the Legislative Council from 1996–2009. Summers was born in Stanley and grew up in Port Howard. He moved to the UK at the age of eleven after winning a government scholarship to Shaftesbury Grammar School, a Dorset boarding school. He went on to read business studies at Middlesex University. After university, Summers worked for various construction and engineering companies all round the world, before returning to the Falklands in 1989 when he became General Manager of the Falkland Islands Development Corporation. During his time as General Manager, Summers negotiated the air link between the Falklands and mainland South America with the Chilean airline LAN, which remains the only commercial airline to fly to the islands. 1997 Falkland Islands General Election
The Falkland Islands general election of 1997 was held on Thursday 9 October 1997 to elect members to the Legislative Council. Eight Councillors were elected through universal suffrage using block voting, five from the Stanley constituency and three from the Camp constituency. It was the first election to take place after a constitutional amendment came into force, which redistributed the representation in the constituencies, giving an additional seat to Stanley and removing one from Camp. The Falkland Islands Constitution is a predominantly codified constitution documented primarily within the ''Falkland Islands Constitution Order 2008'', a statutory instrument of the United Kingdom. The Constitution, in its present form, was made on 5 November 2008 by Queen Elizabeth II in a meeting of the Privy Council at Buckingham Palace. The Legislative Council of the Falkland Islands (sometimes referred to as LEGCO) was the unicameral legislature of the Falkland Islands from 13 November 1845 until 1 January 2009. The new constitution came into force in 2009 and replaced the Legislative Council with the Legislative Assembly of the Falkland Islands. 1996 Stanley By-election
This is a list of by-elections to the Legislative Assembly and the Legislative Council of the Falkland Islands. The Legislative Council of the Falkland Islands was founded on 13 November 1845, originally as an entirely appointed body. The first elections to the council took place in 1949. The Legislative Assembly replaced the Legislative Council with the implementation of the new Constitution on 1 January 2009. The Legislative Assembly consists of eight elected members, five from Stanley and three from Camp. Under section 32(2) of the constitution, if an elected member of the Legislative Assembly vacates their seat for any reason other than a dissolution of the Assembly, there is a by-election to fill the empty seat. The by-election must be held within 70 days of the vacancy occurring, unless the Assembly is due to be dissolved within 126 days.
