Michael Robert Ryan
The Hungerford massacre was a spree shooting in Hungerford, England, United Kingdom, on 19 August 1987, when 27-year-old Michael Ryan shot dead sixteen people, including an unarmed police officer and his own mother, before shooting himself. The shootings, committed using a handgun and two semi-automatic rifles, occurred at several locations, including a school he had once attended. Fifteen other people were also shot but survived. No firm motive for the killings has ever been established. A report on the massacre was commissioned by Home Secretary Douglas Hurd. The Firearms (Amendment) Act 1988 was passed in the wake of the incident, which bans the ownership of semi-automatic centre-fire rifles and restricts the use of shotguns with a capacity of more than three cartridges. The shootings remain one of the deadliest firearms incidents in British history. Perpetrator Michael Robert Ryan was born on 18 May 1960 at Savernake Hospital in Marlborough, Wiltshire, the only child of ...

Local Government
Local government is a generic term for the lowest tiers of public administration within a particular sovereign state. This particular usage of the word government refers specifically to a level of administration that is both geographically-localised and has limited powers. While in some countries, "government" is normally reserved purely for a national administration (government) (which may be known as a central government or federal government), the term local government is always used specifically in contrast to national government – as well as, in many cases, the activities of sub-national, first-level administrative divisions (which are generally known by names such as cantons, provinces, states, oblasts, or regions). Local governments generally act only within powers specifically delegated to them by law and/or directives of a higher level of government. In federal states, local government generally comprises a third or fourth tier of government, whereas in unitary state ...

Firearms Regulation In The United Kingdom
In the United Kingdom, access by the general public to firearms is subject to some of the strictest control measures in the world. However, fulfilment of the criteria and requirements as laid out by the laws results in the vast majority of firearm licence applications being approved. Laws differ slightly in Northern Ireland due to Northern Ireland having its own firearms legislation. Concerns have been raised over the availability of illegal firearms. Members of the public may own sporting rifles and shotguns, subject to licensing. However, handguns have been banned in Great Britain since the Dunblane school massacre in 1996. Section 5 handguns are permitted with ‘good reason’. One such good reason is Humane Animal Dispatch (HAD), for example a road traffic accident (RTA) with a deer. In order to stop suffering to a deer after an RTA, the deer needs to be humanely dispatched. Large calibre rifle ammunition often ricochets, therefore a hand gun is a suitable choice due t ...

Supplementary Benefit
Supplementary Benefit was a means-tested benefit in the United Kingdom, paid to people on low incomes, whether or not they were classed as unemployed, such as pensioners, the sick and single parents. Introduced in November 1966, it replaced the earlier system of discretionary National Assistance payments and was intended to 'top up' other benefits, hence its name. To qualify a claimant had to demonstrate that their capital was below the limit, £6,000, and that their weekly income was less than their requirements, as calculated in accordance with the benefits regulations. The Supplementary Benefits Commission was established alongside the Ministry of Social Security by the Ministry of Social Security Act 1966 to work to administer the new benefits. Richard Titmuss was appointed vice-chair of the Commission. In 1968 the Ministry of Social Security was incorporated into the new Department of Health and Social Security (DHSS). The benefit was paid weekly, through giro cheques and o ...
