This is a list of members of the Victorian Legislative Council between 1964 and 1967. As half of the Legislative Council's terms expired at each triennial election, half of these members were elected at the 1961 state election with terms expiring in 1967, while the other half were elected at the 1964 state election with terms expiring in 1970. : On 30 August 1964, Bill Mair, Liberal MLC for South Eastern Province, died. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Gilbert Chandler
Sir Gilbert Lawrence Chandler KBE, CMG (29 August 1903 – 8 April 1974) was a Liberal Party politician who served in the Bolte Ministry in Victoria. Chandler, a horticulturist, was educated at Scotch College in Melbourne. As a 25-year-old, Chandler played a game for the Hawthorn Football Club in the 1928 VFL season. He became a partner in his family's nursery at The Basin in Bayswater before following his father, Alfred, into politics. When Alfred Chandler died in 1935, Gilbert won the subsequent by-election and took his place as the United Australia Party representative for Southern Province in the Victorian Legislative Council. In 1935, Chandler also joined the Fern Tree Gully Shire Council, and served as its president in 1938 and 1939. He switched to the Liberal Party in 1943. Stan Gleeson
Stanley Edmond Gleeson (17 May 1910 – 24 May 1999) was an Australian politician. He was born at St Kilda to civil engineer Edmond Francis Gleeson and nurse Bertha Anne Stephenson. He attended Melbourne Grammar School and then studied engineering at the University of Melbourne. He became a rural property manager, and on 3 February 1940 married Phyllis Pullar, with whom he had three children. During World War II he served with the Australian Electrical and Mechanical Engineers, and on his return became a farmer at Ettrick near Camperdown. He was active in agricultural organisations, serving as president of the Victorian branch of the Australian Primary Producers Union and as federal vice-president. Charles Gawith
Charles Sherwin Gawith (3 June 1910 – 16 September 1982) was an English-born Australian baker, businessman and politician. Life and career He was born at Wallasey in Cheshire, the son of baker Thomas George Gawith. He migrated to Australia in 1927 after the failure of his father's business, and held a variety of jobs before founding a bread manufacturing firm with his brother George in Melbourne. Gawith Brothers was in operation by 1928 and was an early leader in packaging sliced bread. The bakery was based in Sydney Road, Brunswick and, later, in Elsternwick and then, Prahran. By 1953, the firm had sixty vans delivering bread in Melbourne. The business was sold to Sunnicrust in 1968. Raymond Garrett
Sir Raymond William Garrett, (19 October 1900 – 12 October 1994) was an Australian pilot, military officer, photographer, and politician. A member of the Liberal Party, Garrett served on the Victorian Legislative Council for eighteen years, and was knighted in 1973. Early life and career Garrett was born in Kew, in Melbourne, Victoria. He was educated at Workingman's College (now RMIT University) and the University of Melbourne. At the age of 26, Garrett graduated from flying school at the Royal Australian Air Force base at Point Cook; he became a commercial pilot in 1927, and joined the Citizen Air Force. Garrett later became the first civilian instructor in the CAF. Garrett was as keen on gliding as he was on flying aeroplanes. In 1928, he set a British Empire record for gliding duration. John Galbally
John William Galbally, , (2 August 1910 – 8 July 1990) was a Labor Party politician. Early life Galbally was educated at St Patrick's College in East Melbourne and Melbourne High School. He graduated from the University of Melbourne with a LLB in 1931, during which time he resided at Newman College, and worked many jobs including car salesman and primary school teacher. He was a good enough Australian footballer to play in the Victorian Football League. Galbally played at the Collingwood Football Club, during one of their strongest eras, having won a record four successive premierships from 1927 to 1930. Under coach Jock McHale and captain Syd Coventry, Galbally played two seasons with the club. He made three appearances in the 1933 VFL season and four in 1934, all wins. During this period he acted as the club's solicitor and was later Collingwood's vice-president from 1951 to 1962. Percy Feltham
Percy Victor Feltham (24 May 1902 – 24 October 1986) was an Australian politician. He was born in Melbourne to factory storeman Charles Edward Feltham and Annie Clarke, and was orphaned by the age of fourteen. He attended Melbourne High School and the University of Melbourne, where he received a Master of Law. He became a solicitor in Shepparton. On 16 November 1929 he married Sylvia Josephine Box, with whom he had two children. During World War II he served first in the AIF and then in the Royal Australian Air Force, in which he rose to the rank of wing commander and was attached to the staff of General Douglas MacArthur. He was appointed a Member of the Order of the British Empire in 1943. After the war he returned to his law practice, and also farmed at Wyuna. In 1955 he was elected to the Victorian Legislative Council as a Country Party member for Northern Province. Melbourne Province
Melbourne Province was an electorate of the Victorian Legislative Council (Australia). Melbourne Province was created in 1882 when Central Province was abolished in the redistribution of Provinces. Its area included central Melbourne, Carlton, Fawkner Park and Richmond. William Hearn and James Lorimer transferred from Central to Melbourne Province that year. In 1904, another redistribution occurred and Melbourne East Province, Melbourne North Province, Melbourne South Province, Melbourne West Province were created. The number of members representing Melbourne Province were reduced from four to two that year. Doug Elliot (politician)
Douglas George Elliot (12 February 1917 – 25 March 1989) was an Australian politician. He was born in Caulfield to John and Laurel Elliot; his father was a sales manager. He attended Scotch College until the age of thirteen, after which he attended night school while working. He joined J. C. Williamson's theatre company, and then from 1934 became a radio and television announcer. He worked at many Melbourne radio stations including: 3AK, 3AW, 3KZ, 3UZ and 3XY. On 12 January 1940 he married Heather Bernice Pearce, with whom he had three children. He served with the Royal Australian Air Force during World War II. He worked for HSV-7, the Seven Network channel in Melbourne, first for the ''Mickey Mouse Club'' and then as an announcer for '' World of Sport''. In 1946 he had joined the Labor Party; he ran as a candidate for the federal seat of Maribyrnong in 1958 but was defeated. Pat Dickie
Vance Oakley "Pat" Dickie (29 August 191816 May 2012) was an Australian politician of the state of Victoria, who held the Victorian Legislative Council seat of the Province of Ballarat from 1956 to 1978. Biography Dickie was born in Bacchus Marsh, Victoria on 29 August 1918, the youngest son of Charles Dickie and Daphne Annabelle Vance. His education was initially in the Bacchus Marsh State and High Schools, and boarding to matriculation at Melbourne Grammar School. Upon entering a professional career he was a manager for Lifeguard Milk Products Pty Ltd, Bacchus Marsh (1937–1940 and 1949–1960) and a director from 1960 to 1966. This professional career was interrupted by his enlisting in the Australian Imperial Force for World War 2 in 1940, where he served in the 2/2 Heavy AA Regiment, 2/5 Battery in the Middle East, Java, and Darwin, achieving the rank of sergeant before delisting in 1944.
