In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body (or mandated by a state, territorial or national governing body). Voldemar Vöölmann
Voldemar Vöölmann (1887 – 14 June 1937) was an Estonian Communist politician who was the chairman of the city government of Tallinn from September 1917 to March 1918. He was elected to the Tallinn City Council as part of the Bolshevik movement, with Jaan Anvelt as a council member. He presided over Tallinn during the establishment of the first Republic of Estonia and the dissolution of the Russian Empire. He resigned in March 1918 after the German Empire occupied Tallinn. He was succeeded by Erhard Arnold Julius Dehio as the installed lord mayor. A member of the Bolshevik faction known as the Fontanniks, Vöölmann criticized Anvelt for his shortcomings during the failed uprising in 1924. After the failed uprising, Vöölmann left for the Soviet Union. He was later the deputy head of the government of the Kazakh ASSR and the chairman of the Russian Construction Committee. Artur Terras
Artur Terras (18 February 1901 – 23 November 1963) was an Estonian lawyer and politician who was the mayor of Tallinn from 24 August 1941 to September 1944. His older brother was former Estonian State Secretary Karl Terras. After being deported in 1941, he was a Forest Brothers guerrilla fighter in Vihasoo, eventually becoming the commander of the North Estonian Omakaitse. He was the mayor of Tallinn during the majority of World War II, being mayor while Estonia was occupied by Nazi German forces. He assumed numerous titles, including mayor, lord mayor and first mayor (''Erster Bürgermeister''). He resigned in September 1944 after the Soviet Union reconquered Estonia. He was succeeded by Aleksander Kiidelmaa as chairman of the Executive Committee of Tallinn. He eventually fled to Sweden and became a minister without portfolio of prime minister Otto Tief from 20 April 1952. He died on 23 November 1963 in Stockholm. The Communist Party of Estonia ( et, Eestimaa Kommunistlik Partei, abbreviated EKP) was a subdivision of the Soviet communist party which in 1920-1940 operated illegally in Estonia and, after the 1940 occupation and annexation of Estonia by the Soviet Union, was formally re-merged into the USSR's All-Union Communist Party (bolsheviks). The predecessor of EKP was formed on 5 November 1920, when the Central Committee of the Estonian Sections of the Russian Communist Party (Bolsheviks) was separated from its mother party. During the first half of the 1920s the Bolsheviks' hopes for an immediate world revolution were still high, and Estonian communists had their own hopes of restoring their power. Kristjan Seaver
Kristjan Seaver (1898 – 28 August 1941) was an Estonian Communist politician who was the chairman of the executive committee of Tallinn from 17 January to 24 August 1941. He initially was a member of the Ravila branch of the Bolsheviks. He later was involved in the October Revolution in Estonia, and was a planner of the failed 1924 uprising in Estonia. For his part, he was arrested in September 1925 and was sentenced to life in prison. He was later granted amnesty in 1940 and later participated in the Soviet takeover of Estonia. Seaver later became the chairman of the executive committee of Tallinn from 17 January to 24 August 1941. He disbanded all representational authority. After he resigned on 24 August, on 28 August, he evacuated Tallinn with a number of representatives of other Soviet authorities due to the Nazi German invasion of Tallinn. Aleksander Tõnisson
Aleksander Tõnisson VR I/1 (17 April 1875 – 30 June 1941) was an Estonian military commander (Major General) during the Estonian War of Independence. In 1899 he graduated from Vilnius Military Academy. Tõnisson participated in Russo-Japanese war and in World War I. In 1917 he participated in formation of Estonian national units and as commander of 1st Estonian regiment participated in battles at Riga front. In 1918 he escaped from German occupation to Finland, returned in autumn and became commander of 1st Division of Estonia. During Estonian Liberation War Tõnisson fought successfully at Viru Front. After war he served twice as minister of defence, in 1934 he retired from military and was mayor of Tartu 1934–1939 and Lord Mayor (''ülemlinnapea'') of Tallinn from 1939–1940. Jaan Soots
Jaan Soots ( – 6 February 1942) was an Estonian military commander during the Estonian War of Independence and politician. Jaan Soots was born in Küti farmstead, Linna village, Helme Parish, Viljandi County (now in Tõrva Parish, Valga County), Governorate of Livonia, Russian Empire. He joined the army voluntarily in 1900, studied between 1901 and 1904 at Vilnius Military Academy, participated in the Russo-Japanese War and from 1910 to 1913 studied at the Imperial Nicholas Military Academy. At the beginning of the Estonian War of Independence, Soots was Chief of Operative Staff; in February 1919 he became Chief of Staff of the Commander-in-Chief. In 1919, Soots also achieved the rank of Major General. Soots also participated in the Tartu peace conference and retired in 1920. Gottlieb Ast
Gottlieb Jaan Ast (2 March 1874 – 15 December 1919) was an Estonian politician who was the mayor of Tallinn from June to July 1919. Ast graduated from the Faculty of Law at the University of Tartu in 1906. Afterwards, he became involved in politics and was active in southern Estonia as a socialist agitator. After the failed 1905 Russian Revolution, he emigrated to Switzerland in 1906 and to Dresden, Germany, and later the United States, but returned to Estonia after the February Revolution. After returning to Estonia, he joined the Estonian Social Democratic Workers' Party and was elected as a representative of the party to the Tallinn City Government and was later the mayor of Tallinn, where he served for one month, from June to July 1919. He died of tuberculosis in December 1919 and was buried in Rahumäe cemetery. Aleksander Pallas
Aleksander Pallas (10 September 1887 – 7 January 1939) was an Estonian lawyer and politician who was the acting deputy mayor of Tallinn from 13 November to 25 November 1917. He graduated from the Faculty of Law at Moscow State University. A lawyer in Tallinn, he worked alongside Otto Strandman as a city councilor. He participated in the Estonian War of Independence. Pallas was the first mayor after the German occupation of Estonia during World War I, serving as the acting deputy mayor for all of 12 days. Despite being temporary, the brief mayoralty set the stage for the building up of Tallinn as the capital of Estonia. He was succeeded by Aleksander Hellat.
