Wendell Cox is an American urban policy analyst and proponent of the use of the private car over rail projects. He is the principal and sole owner of Wendell Cox Consultancy/Demographia, based in the St. Louis metropolitan region and editor of three web sites, ''Demographia'', ''The Public Purpose'' and ''Urban Tours by Rental Car''. Cox is a fellow of numerous conservative think tanks and a frequent op-ed commenter in conservative US and UK newspapers. Cox generally opposes planning policies aimed at increasing rail service and density, while favoring planning policies that reinforce and serve the existing transportation and building infrastructure. This list ranks metropolitan areas in Europe by their population according to three different sources; it includes metropolitan areas that have a population of over 1 million. Sources List includes metropolitan areas according only studies of ESPON, Eurostat, and OECD. For this reason some metropolitan areas, like Italian Genoa Metropolitan Area (population is over 1.510.000 as of 2012 according ''"CityRailway" Official Report''), aren't included in this list, with data by other statistic survey institutes. Monocentric
The monocentric chromosome is a chromosome that has only one centromere in a chromosome and forms a narrow constriction. Monocentric centromeres are the most common structure on highly repetitive DNA in plants and animals. Structure Monocentric chromosomes as compared to holocentric chromosomes where the entire length of the chromosome acts as the centromere. In monocentric chromosomes there is one primary constriction and the centromere its CenH3 loci at this location. Holocentric chromosomes are found throughout the plant and animal kingdoms such as the nematode '' Caenorhabditis elegans''. Holocentric chromosomes do have an evolutionary advantage by preventing the loss of chromosome after a DNA double-strand break. This is a list of the largest cities in the European Union according to the population within their city boundary. The cities listed all have populations over 300,000. The list deals exclusively with the areas within city administrative boundaries as opposed to urban areas or larger urban zones (metropolitan areas), which are generally larger in terms of population than the main city. As some cities have a very narrow boundary and others a very wide, the list may not give an accurate view of the comparative magnitude of different places, and the figures in the list should be treated with caution. Paris is the most populous urban area in the European Union, but the strict definition of the administrative limits of the City of Paris results in a far lower population shown in the table. Human Development Index
The Human Development Index (HDI) is a statistic composite index of life expectancy, education (mean years of schooling completed and expected years of schooling upon entering the education system), and per capita income indicators, which is used to rank countries into four tiers of human development. A country scores a higher level of HDI when the lifespan is higher, the education level is higher, and the gross national income GNI (PPP) per capita is higher. It was developed by Pakistani economist Mahbub ul Haq and was further used to measure a country's development by the United Nations Development Programme (UNDP)'s Human Development Report Office.
