Autonomous Administrative Division
An autonomous administrative division (also referred to as an autonomous area, entity, unit, region, subdivision, or territory) is a subnational administrative division or internal territory of a sovereign state that has a degree of autonomy— self-governance—under the national government. Autonomous areas are distinct from the constituent units of a federation (e.g. a state, or province) in that they possess unique powers for their given circumstances. Typically, it is either geographically distinct from the rest of the state or populated by a national minority. Decentralization of self-governing powers and functions to such divisions is a way for a national government to try to increase democratic participation or administrative efficiency or to defuse internal conflicts. States that include autonomous areas may be federacies, federations, or confederations. Autonomous areas can be divided into territorial autonomies, subregional territorial autonomies, and local aut ...

Federation
A federation (also known as a federal state) is a political entity characterized by a union of partially self-governing provinces, states, or other regions under a central federal government ( federalism). In a federation, the self-governing status of the component states, as well as the division of power between them and the central government, is typically constitutionally entrenched and may not be altered by a unilateral decision, neither by the component states nor the federal political body. Alternatively, a federation is a form of government in which sovereign power is formally divided between a central authority and a number of constituent regions so that each region retains some degree of control over its internal affairs. It is often argued that federal states where the central government has overriding powers are not truly federal states. For example, such overriding powers may include: the constitutional authority to suspend a constituent state's government by ...

Senate Of Spain
The Senate ( es, Senado) is the upper house of the Cortes Generales, which along with the Congress of Deputies – the lower chamber – comprises the Parliament of the Kingdom of Spain. The Senate meets in the Palace of the Senate in Madrid. The composition of the Senate is established in Part III of the Spanish Constitution. The Senate is composed of senators, each of whom represents a province, an autonomous city or an autonomous community. Each mainland province, regardless of its population size, is equally represented by four senators; in the insular provinces, the big islands are represented by three senators and the minor islands are represented by a single senator. Likewise, the autonomous cities of Ceuta and Melilla elect two senators each. This direct election results in the election of 208 senators by the citizens. In addition, the regional legislatures also designate their own representatives, one senator for each autonomous community and another for every million ...

President (Autonomous Community Of Spain)
In Spain, a president of an Autonomous Community serves as the chief executive officer in each of the seventeen Autonomous communities and in the two Autonomous cities, where they receive the name of "Mayor-Presidents". As such, regional presidents are responsible for implementing regional laws and overseeing the operation of the state executive branch. As regional leaders, governors advance and pursue new and revised policies and programs using a variety of tools, among them executive laws, executive budgets, and legislative proposals. The figure of a vice-president is not regulated, and as such, each regional president can decide whether to appoint them or not. Role and powers Autonomous communities in Spain have their own set of devolved powers; typically those communities with stronger local nationalism have more powers, and this type of devolution has been called ''asymmetrical''. Some scholars have referred to the resulting system as a federal system in all but name, o ...

Unicameralism
Unicameralism (from ''uni''- "one" + Latin ''camera'' "chamber") is a type of legislature, which consists of one house or assembly, that legislates and votes as one. Unicameral legislatures exist when there is no widely perceived need for multicameralism ( two or more chambers). Many multicameral legislatures were created to give separate voices to different sectors of society. Multiple houses allowed, for example, for a guaranteed representation of different social classes (as in the Parliament of the United Kingdom or the French States-General). Sometimes, as in New Zealand and Denmark, unicameralism comes about through the abolition of one of two bicameral chambers, or, as in Sweden, through the merger of the two chambers into a single one, while in others a second chamber has never existed from the beginning. Rationale for unicameralism and criticism The principal advantage of a unicameral system is more efficient lawmaking, as the legislative process is simpler and there ...

Legislative Chamber
A legislative chamber or house is a deliberative assembly within a legislature which generally meets and votes separately from the legislature's other chambers. Legislatures are usually unicameral, consisting of only one chamber, or bicameral, consisting of two, but there are rare examples of tricameral and tetracameral legislatures. The Socialist Federal Republic of Yugoslavia is the only country documented as having a pentacameral (later hexacameral) legislature. Bicameralism In a ''bicameral'' legislature, the two bodies are often referred to as an ''upper'' and a ''lower'' house, where the latter is often regarded as more particularly the representatives of the people. The lower house is almost always the originator of legislation, and the upper house is the body that offers the "second look" and decides whether to veto or approve the bills. In the United Kingdom legislation can be originated in either house, but the lower house can ultimately prevail if the two ho ...

Statute Of Autonomy
Nominally, a Statute of Autonomy ( es, Estatuto de Autonomía, ca, Estatut d'Autonomia, gl, Estatuto de Autonomía, ast, Estatutu d'Autonomía, eu, Autonomia Estatutua) is a law hierarchically located under the constitution of a country and, usually, over any other form of legislation. This legislative corpus concedes autonomy ( self-government) to a subnational unit, and the articles usually mimic the form of a constitution, establishing the organization of the autonomous government, the electoral rules, the distribution of competences between different levels of governance and other regional-specific provisions, like the protection of cultural or lingual realities. In Spain, the process of devolution after the transition to democracy (1979) created 17 autonomous communities and 2 autonomous cities, each having its own Statute of Autonomy. On 18 June 2006, Catalonia approved by referendum a new but controversial Catalan Statute of Autonomy, enhancing the Spanish territor ...

Organic Law (Spain)
An Organic Law ( es, Ley Orgánica) in Spanish law under the present Spanish Constitution of 1978 must be passed by an absolute majority of the Congress of Deputies (not merely a majority of those voting). The Spanish Constitution specifies that some areas of law should be regulated by this procedure, such as the Laws of Development of Fundamental Rights and Freedoms contained in the first section of Chapter Two of Title I of the Constitution, which was the basis for the Statutes of Autonomy of the various autonomous communities of Spain. Prior to the 1978 constitution this concept had no precedent in Spain. It was inspired by a similar concept in the current French Constitution of 1958, which established the French Fifth Republic. Martin Ibler,Der Grundrechtsschutz in der spanischen Verfassung am Beispiel des Eigentums" in ''Juristenzeitung'' 1999, p. 287 et. seq. In legal terms, organic laws are at the same level as ordinary laws. The difference between the two is in the mor ...
