The House of Representatives ( ar, مجلس النواب, Maglis El Nowwab) is the lower house of Egypt's bicameral parliament. Formation of the House The 2014 constitution that was passed in the 2014 constitutional referendum has put into place the following rules: the House that is elected following the ratification of the constitution must have at least 450 members. In addition, prospective members must be Egyptian, must be at least 25 years old and must hold an education certificate. Also, the president can appoint, at the most, five percent of the members in the chamber. The House sits for a five-year term but can be dissolved earlier by the president. All seats are voted on in each election. The House of Representatives members are elected by absolute majority of legitimate votes cast. ''Al Ahrar'' (Arabic الأحرار; ''the Free'' or ''the Liberal'') was a weekly newspaper published in Cairo, Egypt, from 1977 to 2013. The paper was the official media outlet of the Liberal Party. History and profile ''Al Ahrar'' was established during the Sadat era in 1977 and was based in Cairo. The first issue appeared in November that year. It was one of the highest circulation papers in the country owned by a political party. The weekly had a liberal political leaning and was one of the major opposition publications in Egypt. In November 1982 ''Al Ahrar'' attacked the advertisements of the Islamic investment companies. The Liberal Egyptian Party ( ar, الحزب المصري الليبرالي, ), formerly Mother Egypt Party, was a liberal and secular political party in Egypt advocating democracy and patriotism. Nasserism ( ) is an Arab nationalist and Arab socialist political ideology based on the thinking of Gamal Abdel Nasser, one of the two principal leaders of the Egyptian Revolution of 1952, and Egypt's second President.
