Muktar Hussein Afrah
General Muktar Hussein Afrah ( so, Mukhtaar Xuseen Afrax) is an officer in the army of the Transitional Federal Government of Somalia. He was commander of forces in Beledweyne after the Battle of Beledweyne. On January 7, 2007 he was arrested by Ethiopian troops for releasing Islamic Court Union (ICU) leader Sheik Farah Moalim Mohammed, based on the written authority of local elders, setting off controversy and violent protests. The Somali Armed Forces are the military forces of the Federal Republic of Somalia. Headed by the president as commander-in-chief, they are constitutionally mandated to ensure the nation's sovereignty, independence and territorial integrity. Chapter 14, Article 126(3). The SAF was initially made up of the Army, Navy, Air Force and Police Force. In the post-independence period, it grew to become among the larger militaries in Africa. Beledweyne ( so, Beledweyne, ar, بلد وين, it, Belet Uen) is a city in central Somalia. Beledweyne District is the capital city of the Hiran region. The city is situated in the Shebelle Valley riverine near the Ethiopian border, 210 miles (345 km) north of Mogadishu. Beledweyne is divided by the Shebelle River into eastern and western sections. The Battle of Beledweyne occurred on December 24 to December 25, 2006, when Ethiopian troops seized that Somalian town from Islamic Courts Union fighters, according to some news agencies. Beledweyne is 100 km north of Baidoa, the seat of Transitional Federal Government of Somalia. The Islamic Courts Union ( so, Midowga Maxkamadaha Islaamiga) was a legal and political organization formed to address the lawlessness that had been gripping Somalia since the fall of the Siad Barre regime in 1991 during the Somali Civil War. The Islamic Courts Union was embraced by a plurality of Somalis, as Islam was viewed as one of the last credible institutions left in the wake of the collapse of the state. The courts were able to quickly gain the trust of war weary Somalis, as they had emerged at a grassroots level and claimed to rule under the neutrality of Islam, which was viewed as an attractive alternative to the country rife with heightened clan tensions.
