Movsum Nadzhmetdinovich Kadyrli (1893-1937) was an Azerbaijani revolutionary active in the Communist Party of Azerbaijan. He was also known as Israfilbekov. Communist Party Of Azerbaijan
The Azerbaijan Communist Party ( az, Azərbaycan Kommunist Partiyası; russian: Коммунистическая партия Азербайджана) was the ruling political party in the Azerbaijan SSR, making it effectively a branch of the Communist Party of the Soviet Union. It was formed on 20 February 1920, when the Muslim Social Democratic Party, Communist Party of Persia, Ahrar Party and the Baku Bolsheviks joined together to establish the Communist Party of Azerbaijan. On 1 April of the same year, the Fifth Cabinet of Ministers of the Azerbaijan Democratic Republic gave its resignations and all the power to the Communist Party of Azerbaijan. The party ruled the Azerbaijan SSR until 14 September 1991 when it was formally disbanded. The Council of People's Commissars of Azerbaijan ( az, Azərbaycan SSR Xalq Komissarları Soveti) was established as the governing body of the Azerbaijan Soviet Socialist Republic. Accounts differ as to whether it was formed on 28 April 1920 (Mil'man and Guliev) or at the First All-Azerbaijan Congress of Soviets, 6-19 May (Kharmandarian). The 11th Red Army had moved into north Azerbaijan following the defeat of General Anton Denikin's Volunteer Army. The Baku Bureau of Kavkraikom (the Caucasian Regional Committee) of the Russian Communist Party (Bolshevik) had held a joint meeting with the Communist Party of Azerbaijan on 27 April at which they formed the Azerbaijan Revolutionary Committee (Azrevkom).
