Montolieu Fox Oliphant Murray, 1st Viscount Elibank DL, JP (27 April 1840 – 20 February 1927) was a British nobleman. The eldest son of Alexander Oliphant-Murray, 9th Lord Elibank and Emily Montgomery, he was educated privately and entered the Royal Navy in 1854. In 1860 he served in the Second Opium War aboard HMS ''Cambrian'' (medal and Taku clasp). He later served in the corvette HMS ''Wolverine'' during the Jamaica Rebellion of 1865. He retired in 1870 with the rank of Commander. He succeeded his father as 10th Lord Elibank in 1871. A lord-lieutenant ( ) is the British monarch's personal representative in each lieutenancy area of the United Kingdom. Historically, each lieutenant was responsible for organising the county's militia. In 1871, the lieutenant's responsibility over the local militia was removed. However, it was not until 1921 that they formally lost the right to call upon able-bodied men to fight when needed. Lord-lieutenant is now an honorary titular position usually awarded to a retired notable person in the county. Origins England and Wales Lieutenants were first appointed to a number of English counties by King Henry VIII in the 1540s, when the military functions of the sheriffs were handed over to them. Lieutenant-Colonel Arthur Cecil Murray, 3rd Viscount Elibank, CMG, DSO (27 March 1879 – 5 December 1962) was a British army officer and politician. Early life and education Murray was the fourth son of (1st) Viscount Elibank of Selkirkshire and his wife Blanche Alice ''née'' Scott of Portsea, Portsmouth, Hampshire. The family moved to Dresden in Germany in 1886, and he received his early education in the city. He was a student for at least some time at Sunningdale School in Berkshire. Career He entered the Royal Military College Sandhurst and was commissioned as a second lieutenant in the Indian Staff Corps on 20 July 1898. In the same year he became Aide-de-Camp to the Lieutenant Governor of Bengal, Sir John Woodburn. Lord Elibank, of Ettrick Forest in the County of Selkirk, is a title in the Peerage of Scotland. It was created in 1643 for Sir Patrick Murray, 1st Baronet, with remainder to his heirs male whatsoever. He had already been created a Baronet, of Elibank, in the Baronetage of Nova Scotia in 1628. His great-great-grandson, the fifth Lord, was an author and economist. He was succeeded by his younger brother, the sixth Lord, who was an admiral in the Royal Navy. On his death the titles passed to his nephew, the seventh Lord. He represented Peeblesshire in the House of Commons and also served as Lord Lieutenant of Peeblesshire. His great-grandson, the tenth Lord, was also Lord Lieutenant of Peebleshire. In 1911 he was created Viscount Elibank, of Elibank in the County of Selkirk, in the Peerage of the United Kingdom. Edward Priaulx Tennant, 1st Baron Glenconner (31 May 1859 – 21 November 1920), known as Sir Edward Tennant, 2nd Baronet, from 1906 to 1911, was a Scottish Liberal politician.
