Monnet Authority
The Monnet Authority was the first High Authority of the European Coal and Steel Community (ECSC), between 1952 and 1955. Its president was Jean Monnet of France. Monnet resigned on Europe day 1955 following the failure of the European Defence Community and was succeeded by the Mayer Authority. There were four more High Authorities before the institutions of the ECSC were merged with those of the European Atomic Energy Community and the European Economic Community in 1967 to become the European Communities. Membership The High Authority was based temporarily in Luxembourg City and consisted of nine members; one each for the Benelux states, two for the larger states of France, Germany and Italy. High Authority Of The European Coal And Steel Community
The High Authority was the executive branch of the former European Coal and Steel Community (ECSC). It was created in 1951 and disbanded in 1967 when it was merged into the European Commission. History The High Authority was at the core of the idea of the ECSC. It was to be an independent, supranational executive checked by a Common Assembly. There were concerns about this power, leading to a Council (of governments) and Parliament (of MPs) to be created to act as a counterweight. The inaugural sitting of the Authority was held in Luxembourg's city hall on 10 August 1952. Jean Monnet, the architect of the ECSC, was elected as its first President. The supranational power exercised by the Authority did prompt suspicion by some, for example the government of France who ensured that in the European Economic Community (EEC) and European Atomic Energy Community (Euratom) more power would be in the hands of the council. Franz Etzel
Franz Etzel (12 August 1902 – 9 May 1970) was a German politician of the CDU. Etzel was born in Wesel, Rhine Province. From 1949 to 4 January 1953 and from 1957 to 1965 Etzel was member of the German Bundestag. From 1957 to 1961 he was Minister of Finance. He died in Wittlaer by Düsseldorf, aged 67. European Commission
The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. The Commission is divided into departments known as Directorates-General (DGs) that can be likened to departments or ministries each headed by a Director-General who is responsible to a Commissioner. There is one member per member state, but members are bound by their oath of office to represent the general interest of the EU as a whole rather than their home state. The European Union is a geo-political entity covering a large portion of the European continent. It is founded upon numerous treaties and has undergone expansions and secessions that have taken it from six member states to 27, a majority of the states in Europe. Léon Daum
Léon Daum (21 March 1887 – 28 May 1966) was a French mining engineer, company director and senior European administrator. He was a member of the High Authority of the European Coal and Steel Community from 1952 to 1959. Origins Léon Daum's grandfather was Jean Daum (1825–85), a notary in Bitche who settled in Nancy in 1871. Jean Daum became a master glass maker in 1876, and from 1878 was the owner of the Fonderies de Nancy. Léon's parents were Jean Louis Auguste Daum (1853–1909) and Jeanne Constantin (d. 1921). Auguste Daum started as a notary's clerk but in 1885 joined Jean Daum in managing the glass factory. Auguste Daum became president of the Nancy Commercial Court in 1904. Léon's brother Antonin Jean Daum (1864–1930) trained as an engineer at the École Centrale, took over technical direction of the Daum company and then headed the company after Auguste Daum died in 1909.
