Monika Fornaçon (born February 2, 1964, as Monika Oelfke), is a German football referee. Career Career as a player From 1978 to 1991 Fornaçon played football in Steimbke and Haßbergen. Career as a referee Since 1981 she is an acting referee. From 1991 to 2004 she was registered in the list of the German Football Association, from 1998 to 2003 in the list of FIFA. In the year 2000 she umpired the women's DFB-Cup's finale in Berlin. Furthermore, she acted there as linesman in 1995, 1998, 2001 and 2007. The Oberliga (, "Upper League"; plural: ''Oberligen'') is the fifth tier of the German football league system. Before the introduction of the 3. Liga in 2008, it was the fourth tier. At the end of the 2011–12 season the number of Oberligas was increased from eleven to fourteen. With the exception of the Nazi Germany, Nazi-era ''Gauliga'', the term ''Oberliga'' (equivalent to ''Premier League'' in English) was used prior to the Introduction of the Bundesliga, formation of the Bundesliga in 1963 for first-division leagues in Germany. Between 1978–94 the term ''Amateuroberliga'' was used for third-tier leagues, which were then the highest level of amateur play in the country. Nienburg () is a district (''Landkreis'') in Lower Saxony, Germany. It is bounded by (from the west and clockwise) the districts of Diepholz, Verden, Heidekreis, Hanover and Schaumburg, and by the state of North Rhine-Westphalia (district of Minden-Lübbecke). History From the early Middle Ages to the end of the 16th century this region was the heart of the County of Hoya. The ruling family became extinct in 1582, and the central and southern parts of the county were annexed by the Lüneburg branch of the duchy of Brunswick-Lüneburg. In 1705 the area of Nienburg and Hoya became subordinate to Hanover. In 1866 the Kingdom of Hanover was annexed by Prussia. The 2001 UEFA Women's Championship was the eighth UEFA Women's Championship, a competition for the women's national football teams and member associations of UEFA.
