Mones Quintela is a small town in the Artigas Department of northern Uruguay. Uruguay consists of 19 departments (''departamentos''). Each department has a legislature called a Departmental Board. The ''Intendente'' is the department's chief executive. History The first division of the Republic into six departments occurred on 27 January 1816. In February of the same year, two more departments were formed, and in 1828 one more was added. When the First Constitution was signed in 1830, there were nine departments. Artigas Department ( es, Departamento de Artigas, ) is the northernmost department of Uruguay, located in its northwestern region. Its capital is the city of Artigas, which borders on the Brazilian city of Quaraí. Artigas Department has an area of , making it the fifth largest in the country. Uruguay's calling code is +598. Since 2010, national long distance calling was eliminated, thus there are no area codes in each city. Landline telephony ANTEL (Spanish abbreviation for National Administration of Telecommunications) is Uruguay's state-owned company for telecommunications. Previously in Uruguay, phone numbers used to have between 4 and 7 digits. To make a local phone call, you only had to dial those digits. To make a call between two cities from different departments, you had to dial zero, plus area code, plus phone number. Bella Unión is a city in the north part of Artigas Department of Uruguay. History The original settlement was founded on 13 May 1829 under the name "Santa Rosa". It was started by Fructuoso Rivera, who played a prominent role in the early history of Uruguay. On 20 April 1928, it was renamed to "Bella Unión" by the Act of Ley No. 8.207. On 15 October 1963, its status was raised to "Ciudad" (city) by the Act of Ley No. 13.180. Population In 2011, Bella Unión had a population of 12,200. Route 3 (Uruguay)
Route 3 is a national route of Uruguay. In 1975, it was assigned the name General José Artigas, the foremost national hero of Uruguay. It is one of the most important highways in the country along with Route 5, connecting the south coast near Rafael Perazza with Bella Unión in the extreme northwest. The road is approximately in length.
