Christopher Walter Monckton, 3rd Viscount Monckton of Brenchley (born 14 February 1952) is a British public speaker and hereditary peer. He is known for his work as a journalist, Conservative political advisor, UKIP political candidate, and for his invention of the mathematical puzzle ''Eternity''. The House of Lords Act 1999 (c. 34) is an Act of the Parliament of the United Kingdom that reformed the House of Lords, one of the chambers of Parliament. The Act was given Royal Assent on 11 November 1999. For centuries, the House of Lords had included several hundred members who inherited their seats (hereditary peers); the Act removed such a right. However, as part of a compromise, the Act did permit ninety-two hereditary peers to remain in the House on an interim basis. Another ten were created life peers to enable them to remain in the House. Viscount Monckton of Brenchley, of Brenchley in the County of Kent, is a hereditary title in the Peerage of the United Kingdom. It was created on 11 February 1957 for the lawyer, Conservative politician and former Minister of Defence, Sir Walter Monckton. The Blue Riband () is an unofficial accolade given to the passenger liner crossing the Atlantic Ocean in regular service with the record highest average speed. The term was borrowed from horse racing and was not widely used until after 1910. The record is based on average speed rather than passage time because ships follow different routes.
