The "Minsk Spring" or "Belarusian Spring" (, be, "Беларуская вясна", "Biełaruskaja viasna", label=none) was a series of mass street protests in 1996 and 1997 against the increasingly-authoritarian rule of President Alexander Lukashenko. Background and causes The protests were triggered by a constitutional referendum on amendments to the 1994 Constitution of Belarus. The referendum was called following a dispute between President Lukashenko and the elected parliament, the Thirteenth Supreme Council, over the president's proposal to amend the constitution to extend his term of office from five to seven years, create a second legislative chamber whose members would be appointed by the president, and limit the power of the Constitutional Court. Minsk ( be, Мінск ; russian: Минск) is the capital and the largest city of Belarus, located on the Svislach and the now subterranean Niamiha rivers. Chernobyl Way ( be, Чарнобыльскі шлях, russian: Чернобыльский шлях, Чернобыльский путь) is an annual rally held on April 26 by the opposition in Belarus as a remembrance of the Chernobyl disaster. It was first held in 1989 with demands of urgent efforts in eliminating the consequences of the catastrophe. That year, about 30,000 participants marched from the Minsk Watch Plant through the downtown to the Independence Square and held a rally there. In 1996, the largest Chernobyl Way took place in Minsk marking the 10th anniversary of the Chernobyl disaster. It was the first Chernobyl Way during Lukashenko's presidency. Constitutional Court Of Belarus
The Constitutional Court of Belarus is one of the top-tier courts in the eastern European country. Created in 1994, the Court is run under guidelines that were issued in 1997. The purpose of the court is to render justice in areas where the constitution has come into question, such as a local law contradicting the constitution. There are 12 judges that sit on the bench, with all having degrees in legal studies, as required by Belarusian law. A seven-question referendum was held in Belarus on 24 November 1996. Four questions were put forward by President Alexander Lukashenko on changing the date of the country's independence day, amending the constitution, changing laws on the sale of land and the abolition of the death penalty. Mikola Viktaravich Statkevich ( be, Мікола Віктаравіч Статкевіч, russian: Николай Викторович Статкевич, translit=Nikolai Viktorovych Statkevich; born 12 August 1956) is a Belarusian politician and presidential candidate at the 2010 election.
