Carlton is a city in Carlton County, Minnesota, United States. The population was 948 at the 2020 census. It is the county seat of Carlton County. The town sits on the northwestern edge of Jay Cooke State Park. Minnesota State Highways 45 and 210 and County Roads 1 and 3 are four of Carlton's main routes. The organized system of Minnesota State Highways (typically abbreviated as MN or TH, and called Trunk Highways), the state highway system for the US state of Minnesota, was created in 1920 under the "Babcock Amendment" to the state constitution. Cloquet ( ) is a city in Carlton County, Minnesota, United States, at the junction of Interstate 35 and Minnesota State Highway 33. Part of the city lies within the Fond du Lac Indian Reservation and serves as one of the reservation's three administrative centers. The population was 12,568 at the 2020 census. History Cloquet began as a group of small settlements around three sawmills: Shaw Town, Nelson Town, and Johnson Town. These became known as Knife Falls after a local waterfall over sharp slate rocks, and later as Cloquet. The Ojibwe in the area called the area ''Mookomaan-onigamiing'', meaning "At the Knife Portage", as the portage to avoid Knife Falls connected the three communities. On November 5, 2013, a vote to authorize the consolidation of Thomson and nearby Carlton passed with a 95% approval. Jay Cooke State Park
Jay Cooke State Park is a state park of Minnesota, United States, protecting the lower reaches of the Saint Louis River. The park is located about southwest of Duluth and is one of the ten most visited state parks in Minnesota. The western half of the park contains part of a rocky, gorge. This was a major barrier to Native Americans and early Europeans traveling by canoe, which they bypassed with the challenging Grand Portage of the St. Louis River. In the U.S. state of Minnesota, a legislative route is a highway number defined by the Minnesota State Legislature. The routes from 1 to 70 are constitutional routes, defined as part of the Babcock Amendment to the Minnesota State Constitution, passed November 2, 1920. All of them were listed in the constitution until a 1974 rewrite. Though they are now listed separately in §161.114 of the Minnesota Statutes, the definitions are legally considered to be part of the constitution, and cannot be altered or removed without an amendment. Legislative routes with numbers greater than 70 can be added or deleted by the legislature.
