State Highway 316 (MN 316) is a highway in southeast Minnesota, which runs from its first intersection with U.S. Highway 61 in Welch Township, near Miesville; and continues north to its second intersection with U.S. Highway 61 in the city of Hastings. Highway 316 is in length. Route description Highway 316 serves as a north–south route in southeast Minnesota between Welch Township and the city of Hastings. The route is located just west of the Mississippi River. Highway 316 and adjacent U.S. 61 are part of the Great River Road. It is also known as ''Red Wing Boulevard'' and ''Polk Avenue'' at various points throughout its route. The southern end of the route passes through the Richard J. Dorer State Forest. The organized system of Minnesota State Highways (typically abbreviated as MN or TH, and called Trunk Highways), the state highway system for the US state of Minnesota, was created in 1920 under the "Babcock Amendment" to the state constitution. Prairie Island Indian Community (Dakota: ''Tinta Winta'') is a Mdewakanton Sioux Indian reservation in Goodhue County, Minnesota, along the Mississippi River. Most of the reservation now lies within the city of Red Wing, which developed after this land was set aside. The reservation was established in 1889, with boundaries modified after that time. The federally recognized tribe has lost much reservation land to the requirements of two major federal projects of the 20th century. The United States Army Corps of Engineers was authorized by Congress to construct Lock and Dam No. 3 along the river to improve navigation, and took over reservation land to support this. Welch Township is a township in Goodhue County, Minnesota, United States. It lies about halfway between the cities of Hastings and Red Wing and 36 miles southeast of Saint Paul. The population was 697 at the 2000 census. It is centered on the small community of Welch on the Cannon River. Like many river towns in the Driftless Area, it is situated at the base of the steep bluffs of the river valley.
