Ehsaas Programme
Ehsaas Programme ( ) is a social safety and poverty alleviation programme launched by Government of Pakistan in March 2019. Prime Minister of Pakistan Imran Khan called it a key initiative towards a welfare state that PTI promised with people of Pakistan in their elections manifesto. It is aimed at uplifting the backward class, reducing inequality, investment on masses and lifting the lagging districts in the country. A separate ministry was established under Poverty Alleviation and Social Safety Division which is headed by Special Assistant to Prime Minister Sania Nishtar who previously was serving as chairperson of Benazir Income Support Programme. As of 2021, Ehsaas Programme has two major pillars, one is Ehsaas Emergency Cash (introduced during the COVID-19 pandemic) and the other is Ehsaas Kafalat, the latter programme expanded its coverage from 7 million people to 10 million people in 2021. Benazir Income Support Programme
The Benazir Income Support Programme (BISP) is a federal unconditional cash transfer poverty reduction program in Pakistan. Launched in July 2008, it was the largest single social safety net program in the country with nearly Rs. 90 billion ($900 million) distributed to 5.4 million beneficiaries in 2016. The program distributed Rs.19,338 (or approx. $195) per annum distributed per month in the year 2016. The stipend is linked to the Consumer price index, Consumer Price Index and is paid through a smart card. The Department for International Development of the Government of the United Kingdom, United Kingdom is the largest foreign backer of the program, providing $244 million (or 27%) of the total funds in 2016 with the Government of Pakistan, Pakistani Government providing the rest. Poverty in Pakistan has been recorded by the World Bank at 39.3% using the lower middle-income poverty rate of 3.2 per day, and 78.4% using the upper middle-income poverty rate of 5.5 per day, for the fiscal year 2020–21. In September 2021, the government stated that 22% percent of its population lives below the national poverty line set at per month.
