The Ministry of Internal Affairs ( kk, Ішкі істер министрлігі, ''Ishki ister mınıstrligi''; russian: Министерство внутренних дел) is the Kazakh government ministry which oversees the police and the National Guard (formerly the Internal Troops) of Kazakhstan. The Ministry is headed by the Minister of Internal Affairs of the Republic of Kazakhstan, appointed by the decree of the President of Kazakhstan. The Minister of Internal Affairs has 5 deputies, including the First Deputy Minister. The residence of the minister and all senior leadership of the ministry, as well as all committees and departments are located in Astana. An ''akim'' ( kk, әкім, әкімдер / ''äkimder''; ky, аким; russian: аким) is the head of a local government in Kazakhstan and Kyrgyzstan. ''Akim'', meaning "God will establish", is derived from the Arabic word '' hakim'', which means "ruler" or "governor". Law enforcement in Kazakhstan is handled by the Kazakhstan police () and law courts, largely unchanged from the era of Soviet control, and is shared between the country's National Security Committee, Ministry of Internal Affairs and the Office of the Procurator General. Ivan Ilich Dolgikh (; 1904 – 1 October 1961) was a Soviet police officer, politician, and the head of the Gulag system of labour camps from 1951 to 1954. Career Born to a Russian peasant family, in Livensky Uyezd of Oryol Governorate, and educated at Moscow, Dolgikh joined the All-Union Communist Party (b) in 1931, and was appointed a lieutenant in the NKVD in Kharkiv Oblast in February 1936. The Ministry of Internal Affairs of the USSR (MVD; russian: Министерство внутренних дел СССР (МВД)) was the interior ministry of the Soviet Union from 1946 to 1991. The MVD was established as the successor to the NKVD during reform of the People's Commissariats into the Ministries of the Soviet Union in 1946. The MVD did not include agencies concerned with secret policing unlike the NKVD, with the function being assigned to the Ministry of State Security (MGB).
