Common Educational Proficiency Assessment (CEPA) is a set of locally-developed standardized tests used for admissions and placement by three federal institutions of higher education in the United Arab Emirates (Zayed University, the Higher Colleges of Technology, and UAEU). The tests are produced by the UAE Ministry of Higher Education and Scientific research as part of the National Admissions and Placement Office (NAPO) and administered in the three federal institutions. Around 17,000 grade 12 Emirati students take the tests each year. There are two CEPA exams. CEPA-English tests basic English proficiency, and CEPA-Math measures basic math skills. Provision of education in the UAE began shortly after the establishment of the federation with the inception of the first university in Al Ain, Abu Dhabi, the United Arab Emirates University. The Higher Colleges of Technology (HCT; ar, ) was established in 1988 and is the largest applied, higher education institution in the United Arab Emirates (UAE). During the 2019–2020 academic year, there were 14,246 female and 6,744 male students enrolled at 16 campuses and six academic divisions throughout the country.
