The Ministry of Health is a cabinet-level government ministry of Uganda. It is responsible for planning, delivering, and maintaining an efficient and effective healthcare delivery system, including preventive, curative, and rehabilitative services, in a humane, affordable, and sustainable manner. The ministry is headed by Minister of Health Jane Aceng. Uganda is a presidential republic in which the President of Uganda is the head of state and the prime minister is the head of government business. There is a multi-party system. Executive power is exercised by the government. Legislative power is given to both the government and the National Assembly. The system is based on a democratic parliamentary system with equal rights for all citizens over 18 years of age. Political culture In a measure ostensibly designed to reduce sectarian violence, political parties were restricted in their activities from 1986. In the non-party "Movement" system instituted by President Yoweri Museveni, political parties continued to exist but could not campaign in elections or field candidates directly (although electoral candidates could belong to political parties). The largest state-owned hospital in Uganda is Mulago Hospital in Kampala with around 1,500 beds. It was built in 1962. Henry Kyemba
Henry Kisaja Magumba Kyemba (simply known as Henry Kyemba likely born 1937-1939) is a Ugandan retired political figure who held several high positions and finally became Minister of Health during Uganda's rule by Idi Amin. He served in that post from February 1974 until May 1977, when he fled into exile. He is also the author of ''State of Blood'', a 1977 book he wrote after his flight from Uganda that describes Amin's tyrannical rule. Personal life Kyemba was likely born sometime between 1937-1939 to Suzana Babirizangawo Mutekanga and Suleiman Kisajja, a colonial administrator in the Bunya County in Busoga. Jim Muhwezi
Major General (Retired) Jim Muhwezi Katugugu is a Ugandan lawyer, politician and retired military officer. He serves as the Cabinet Minister for National Security, in the Ugandan Cabinet, effective 8 June 2021. In the past, from March 2015 until May 2016, he served as the Minister of Information and National Guidance in the Cabinet of Uganda. He had been appointed to that position in a cabinet reshuffle on 1 March 2015, replacing Rose Namayanja, who was dropped from the Cabinet. Stephen Mallinga
Stephen Oscar Mallinga (17 November 1943 – 11 April 2013), was a Ugandan medical doctor and politician. At the time of his death, he was the Minister of Disaster Preparedness and Refugees. He was appointed to that position on 27 May 2011. He replaced Tarsis Kabwegyere, who was dropped from the Cabinet. From 2006 until 2011, he served as Uganda's Minister of Health. He was also the elected Member of Parliament (MP), representing the Butebo County Constituency, in Pallisa District. He was buried on 19 April 2013 in Pallisa. Christine Joyce Dradidi Ondoa is a physician and medical administrator who is regarded as one of Uganda's finest leaders especially in ensuring that the quality of health service delivery in Uganda is improved, and discipline and ethical code of conduct among health workers is observed. Ruhakana Rugunda
Ruhakana Rugunda (born 7 November 1947) is a Ugandan physician and politician who had been Prime Minister of Uganda from 2014 to 2021. He held a long series of cabinet posts under President Yoweri Museveni beginning in 1986. He served as Uganda's Minister of Foreign Affairs from 1994 to 1996 and as Minister of Internal Affairs from 2003 to 2009. Subsequently, he was Permanent Representative to the United Nations from 2009 to 2011 and Minister of Health from 2013 to 2014. Wandegeya is a neighborhood within the city of Kampala, Uganda's capital and largest metropolitan area. The name is derived from the weaver birds, (''Endegeya'' in Luganda), which used to inhabit the area prior to the 1990s.
