Politics of Algeria takes place in a framework of a constitutional semi-presidential republic, whereby the President of Algeria is head of state while the Prime Minister of Algeria is the head of government. Executive power is exercised by the government. Legislative power is vested in both the government and the two chambers of parliament, the People's National Assembly and the Council of the Nation. A legacy of Algeria's bloody War of Independence from France (where an estimated 1.5 million Algerians were killed) is a powerful military and security apparatus that put a high value on secrecy. Bab El Oued
Bab El Oued is a neighbourhood in Algiers, the Capital (political), capital of Algeria, along the coast north of the Alger Centre, city centre. As of 2008, the population of the commune of Bab El Oued was 64,732. History During the existence of French Algeria, Bab El Oued was established as the main neighbourhood of poor ''pied-noirs'', including many poor fishermen. Towards the end of the Algerian War, the neighbourhood became the stronghold of the Organisation armée secrète, until OAS attacks on the French Army led them to assault and purge the neighbourhood, during the Battle of Bab El Oued, siege of Bab el Oued in March 1962. Soon after, Algeria became independent, and the ''pied noir'' population fled the country. The neighbourhood was then settled by Muslim Algerians. Centre Hospitalo-Universitair Mustapha Pacha (French: Centre Hospitalo-Universitaire Mustapha d'Alge) was founded in 1854 in the town of Moustapha (now Sidi M'Hamed) and is the largest hospital in Algeria. This hospital center is one of 14 Centre Hospitalo-Universitair under the Algerian Ministry of Health, Population and Hospital Reform. History The hospital was established by a legacy of a rich settler named Fortin, a native of Ivry, in the city of Algiers. In his will of 19 September 1840, he donated a sum of 1.2 million francs for the erection of a civilian hospital in Mustapha. At its inception in 1854, it was a military hospital with a barracks on 8 hectares. On 21 May 1855, the civilian doctors courses were open to students, and on 18 January 1859, official courses were inaugurated in the framework of the new School of Medicine of Algiers founded in 1857.
