The Minister of Health ( pt, Ministra da Saúde, tet, Ministra Saúde) is a senior member of the Constitutional Government of East Timor heading the Ministry of Health. Functions Under the Constitution of East Timor, the Minister has the power and the duty: Where the Minister is in charge of the subject matter of a government statute, the Minister is also required, together with the Prime Minister, to sign the statute. The national emblem of East Timor (officially: Timor-Leste) is one of the national symbols of East Timor. Current emblem The emblem was introduced on 18 January 2007 by the Law 02/2007. It is based on a design first used when the country unilaterally declared independence on 28 November 1975. Design The center of the coat of arms shows the outline of the highest mountain in East Timor, the Tatamailau (''Foho Ramelau''), on a white background in the national colors "ruby red" on the outside, black on the inside with a thin golden-yellow border. It is shaped like a square pyramid with three corners pointing down and one pointing up. The edges are arched. In the center of the top corner of the mountain is a five-pointed white star. Maria do Céu Sarmento Pina da Costa (born 14 April 1968 in Dili, Portuguese Timor) is an East Timorese doctor, academic and politician. From 2015 to 2017, she was Minister of Health. Sarmento is a member of the National Congress for Timorese Reconstruction (''Congresso Nacional da Reconstrução Timorense'') (CNRT). Early life and education From 1976 to 1982 Sarmento attended primary school, then junior high school for two years, and from 1986 to 1988 secondary school. Sarmento studied from 1989 at the Faculty of Medicine of Udayana University in Bali, Indonesia, and graduated in 1996. Medical career From 1996 to 2001, Sarmento worked as an assistant physician in the Medical Department of the National Hospital in Dili, which from 1999 was under the direction of the International Red Cross. Sérgio Lobo
Sérgio Gama da Costa Lobo (born 19 July 1958) is a politician from East Timor who served as the Minister of Health from 2012 to 2015. He has served as the Catholic Scouts of Dili's leader since 1978 and an international commissioner since 1980. He served on the Diocese of Dili's Pastoral Commission from 1978 to 1980. He has provided guidance to the East Timor Medical Association since 2005. Additionallhy from 2010 to 2014, Lobo was a member of the National Executive Council of the Cruz Vermelha de Timor-Leste (CVTL), the East Timorese Red Cross. The National Congress for Timorese Reconstruction ( pt, Congresso Nacional de Reconstrução de Timor, CNRT) is a political party in East Timor founded by former President Xanana Gusmão in March 2007 in preparation for the 2007 parliamentary election. According to provisional results, the party won 24.10% of the vote in the 2007 election, placing second behind FRETILIN, which won 29%. Based on the results, the CNRT would have 18 seats in parliament. Estanislau da Conceição Aleixo Maria da Silva (born 4 August 1952) is an East Timorese politician and a key member of Fretilin. He was acting Prime Minister from May 2007 to August 2007. A member of Fretilin since 1974, Da Silva served on the diplomatic front for the East Timorese resistance during the years of the Indonesian occupation of Timor-Leste (1975 to 1999). During the occupation, Da Silva resided in Mozambique (1976 to 1984), Portugal (1975 to 1976 and 1984 to 1985) and Australia (1985 to 1999), before returning to Timor-Leste in 1999.
