Foreign Minister
A foreign affairs minister or minister of foreign affairs (less commonly minister for foreign affairs) is generally a cabinet minister in charge of a state's foreign policy and relations. The formal title of the top official varies between countries. The foreign minister typically reports to the head of government (such as prime minister or president). Difference in titles In some nations, such as India, the foreign minister is referred to as the minister for external affairs; or others, such as Brazil and the states created from the former Soviet Union, call the position the minister of external relations. Republic Of Artsakh
Artsakh, officially the Republic of Artsakh () or the Nagorno-Karabakh Republic (),, is a list of states with limited recognition, breakaway state in the South Caucasus whose territory is internationally recognised as part of Azerbaijan. Artsakh controls a part of the former Nagorno-Karabakh Autonomous Oblast, including the capital of Stepanakert. It is an Enclave and exclave, enclave within Azerbaijan. Its only overland access route to Armenia is via the wide Lachin corridor which is under the control of Russian peacekeepers. The predominantly Armenian-populated region of Nagorno-Karabakh was claimed by both the Azerbaijan Democratic Republic and the First Republic of Armenia when both countries became independent in 1918 after the fall of the Russian Empire, and a brief war over the region broke out in 1920. Arkadi Ghukasyan
Arkadi Arshaviri Ghukasyan ( hy, Արկադի Արշավիրի Ղուկասյան, born 22 June 1957) was the second President of the self-proclaimed Nagorno-Karabakh Republic. He was elected as the President on 8 September 1997 and re-elected in 2002, until his term ended on 7 September 2007 and was succeeded by Bako Sahakyan. Biography Born in Stepanakert, in the Nagorno Karabakh Autonomous Republic of the Azerbaijan SSR on 22 June 1957, he graduated in 1979 from Yerevan State University with a degree in linguistics. He started his working career as a correspondent for "Soviet Karabagh" newspaper, becoming its Deputy Editor-in-Chief in 1981. In 1991 Ghukasyan was elected to the first Parliament of the Nagorno-Karabakh Republic. Ashot Ghulian
Ashot Vladimiri Ghulian ( hy, Աշոտ Վլադիմիրի Ղուլյան; born 19 August 1965) was the President of the National Assembly of the Republic of Artsakh between 2005 and 2020. Early life He was born on 19 August 1965 in the Khndzristan village, Askeran Region of Nagorno-Karabakh, Azerbaijan SSR. In 1983, Ghulian attended the Stepanakert Pedagogical Institute for Historical Studies. From 1984 to 1986, he served in the Soviet Army. Ghulian graduated from the faculty of the Department of Vanadzor Pedagogical Institute in Stepanakert in 1990. He taught at the Khndzristan high school and participated in village self-defense forces from 1991 to 1992 during the First Nagorno-Karabakh War. Arman Melikyan
Arman (November 17, 1928 – October 22, 2005) was a French-born American artist. Born Armand Fernandez in Nice, France, Arman was a painter who moved from using objects for the ink or paint traces they leave (''cachets'', ''allures d'objet'') to using them as the artworks themselves. He is best known for his ''Accumulations'' and destruction/recomposition of objects. Early life and education Arman's father, Antonio Fernandez, an antiques dealer from Nice, was also an amateur artist, photographer, and cellist. From his father, Arman learned oil painting and photography. After receiving his bachelor's degree in philosophy and mathematics in 1946, Arman began studying at the École Nationale des Arts Décoratifs in Nice. Georgi Petrosian
Georgi Mikayeli Petrosian () (born 10 Junuary 1953) is an Armenian politician in the Republic of Artsakh. He is a member of the Armenian Revolutionary Federation (ARF). From 1988 to 1990 Petrosian was a participant in the Karabakh movement to unite Nagorno-Karabakh with Armenia. After the ARF won the 1991 Nagorno-Karabakh parliamentary election, Petrosian was elected vice president of the Supreme Council of the Nagorno-Karabakh Republic from January to April 1992, and took over as acting president upon the death of Artur Mkrtchian in April 1992. In June 1993, Petrosian resigned as acting president due to his opposition to a peace plan between Armenia and Azerbaijan (which was not implemented). He was replaced by Karen Baburian. Karen Mirzoyan ( hy, Կարեն Միրզոյան) is a diplomat of Armenia and of the unrecognized Republic of Artsakh. From September 2012 until September 2017 he served as the Republic's Minister of Foreign Affairs. Masis Samveli Mayilyan ( Armenian:Մասիս Սամվելի Մայիլյան; born 14 September 1967) is an Artsakhi politician, diplomat and former presidential candidate. He is currently serving as ambassador-at-large of the Republic of Artsakh. From September 2017 until January 2021, he served as the Foreign Minister of Artsakh. David Klimi Babayan (, ''Davit' Klimi Babayan''; born 5 April 1973 in Stepanakert) is the Foreign Minister of the Republic of Artsakh. From 28 December 2013 he served as Head of the Central Information Department of the Artsakh Republic. He also served as the Deputy Chief of Staff in the office of the President of the Republic. On 26 May 2020, he was appointed as an adviser to the President on foreign relations. On 4 January 2021, Babayan was appointed the Minister of Foreign Relations taking over from Masis Mayilyan.
