Milligan is an unincorporated community in Okaloosa County, Florida, United States. Milligan is located at the junction of U.S. Route 90, ( State Road 10) and State Road 4, west-southwest of Crestview. From June 3, 1915 (when Okaloosa County was formed) until the Yellow River flooded in 1917, Milligan was the county seat. Florida State Road 4
State Road 4 (SR 4) is a two-lane state highway in Escambia, Santa Rosa, and Okaloosa counties in the western corner of the Florida Panhandle. It is signed east–west, but the road is slightly diagonal. The road runs from Century near the Alabama state line at an intersection with U.S. Highway 29 (US 29), to the farming community of Milligan at an intersection with US 90. The road cuts through the Blackwater River State Forest. Maulty Moore (born August 12, 1946), is a former professional American football defensive tackle who played for five seasons with the Miami Dolphins, the Cincinnati Bengals, and the Tampa Bay Buccaneers. Undrafted on graduating Bethune-Cookman College in 1970, he began a year of conditioning that added 50 pounds to his undersized frame before trying out for the Dolphins as a free agent. He was signed to the Dolphins' taxi squad in 1971, and promoted to special teams the next year. He blocked a Roy Gerela field goal attempt during the Dolphins' 1972 AFC Championship Game victory over the Pittsburgh Steelers. Waived by the Dolphins in 1975, he spent a year with the Bengals before finishing his career in 1976 with the then expansion Tampa Bay Buccaneers. Houston McTear (February 12, 1957 – November 1, 2015) was an American sprinter, who emerged from desperate poverty in the Florida Panhandle to become an international track star in the mid-1970s. McTear rated in the top 10 in the 100 meters for the United States from 1975–1980, but he was stronger at shorter distances, including 60 meters. His 1978 world record in the 60 meters (6.54 s) stood up until it was broken by Ben Johnson in 1986. McTear ran a 6.38 in 1980, but that mark has been invalidated due to "questionable timing". If that time were to stand, it would still be the second best all time performance. However, his meteoric rise was effectively ended by the American-led boycott of the 1980 Summer Olympics. Crestview is a city in Okaloosa County, Florida, United States. The population was 27,134 at the 2020 census, up from 20,978 at the 2010 census. It is the county seat of Okaloosa County. State Road 10 (SR 10), also known as Atlantic Boulevard, is a major east–west state highway in the U.S. state of Florida. Mostly unsigned in favor of U.S. Highway 90, it runs from the Alabama state line (Perdido River) to Atlantic Beach.
