Mikhaylovsk, Stavropol Krai
Mikhaylovsk (russian: Миха́йловск) is a town and the administrative center of Shpakovsky District in Stavropol Krai, Russia, located along the Tashla River, northeast of Stavropol, the administrative center of the krai. Population: During the period 2010-2021, Mikhaylovsk's population grew to 114,133, achieving the fastest population growth rate of all regional cities in Russia. History It was founded in 1784 as the village of Mikhaylovskoye () and later became a Cossack ''stanitsa''. In 1870, it lost its military significance and was demoted back to rural status. In 1963, it was renamed Shpakovskoye (). It was granted town status and given its present name in 1999. The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Classes During the Soviet time, each of the republics of the Soviet Union, including the Russian SFSR, had its own legislative documents dealing with classification of inhabited localities. After the dissolution of the Soviet Union, the task of developing and maintaining such classification in Russia was delegated to the federal subjects.Articles 71 and 72 of the Constitution of Russia do not name issues of the administrative and territorial structure among the tasks handled on the federal level or jointly with the governments of the federal subjects.
