Michigan's 31st Senate District
Michigan's 31st Senate district is one of 38 districts in the Michigan Senate. The 31st district was created by the 1850 Michigan Constitution, as the 1835 constitution only permitted a maximum of eight senate districts. It has been represented by Republican Roger Victory since 2023, succeeding fellow Republican Kevin Daley. Geography District 31 encompasses parts of Allegan and Ottawa counties. 2011 Apportionment Plan District 31, as dictated by the 2011 Apportionment Plan, covered all of Bay, Lapeer, and Tuscola Counties along Saginaw Bay, including the communities of Bay City, Essexville, Caro, Vassar, Lapeer, Imlay City, Almont, Bangor Township, Monitor Township, and Hampton Township. The Michigan House of Representatives is the lower house of the Michigan Legislature. There are 110 members, each of whom is elected from constituencies having approximately 77,000 to 91,000 residents, based on population figures from the 2010 U.S. Census. Its composition, powers and duties are established in Article IV of the Michigan Constitution. Members are elected in even-numbered years and take office at 12 p.m. (EST) on January 1 following the November general election. Concurrently with the Michigan Senate, the House first convenes on the second Wednesday in January, according to the state constitution. Each member is limited to serving three terms of two years. Tuscola County, Michigan
Tuscola County is a county in the Thumb region of the U.S. state of Michigan. As of the 2020 census, the population was 53,323. The county seat is Caro. The county was created by Michigan Law on April 1, 1840, from land in Sanilac County and attached to Saginaw County for administrative purposes. The Michigan Legislature passed an act on March 2, 1850, that empowered the county residents to organize governmental functions. Tuscola County is one of five counties in the Thumb area. Like the rest of the thumb, Tuscola County enjoys seasonal tourism from cities like Flint, Detroit and Saginaw. History The name Tuscola was a neologism created by Henry Schoolcraft and had an aboriginal root. The Michigan Senate is the upper house of the Michigan Legislature. Along with the Michigan House of Representatives, it composes the state legislature, which has powers, roles and duties defined by Article IV of the Michigan Constitution, adopted in 1963. The primary purpose of the Legislature is to enact new laws and amend or repeal existing laws. The Michigan Senate is composed of 38 members, each elected from a single-member district with a population of between approximately 212,400 to 263,500 residents. Jim Barcia
James Allan Barcia (born February 25, 1952) is an American Democratic politician from Michigan. He has served successively in the Michigan House of Representatives, the Michigan Senate, the United States House of Representatives and then again the Michigan Senate, from which he was term-limited in January 2011.
