Michelle Fraley
Michelle Fraley (''née'' Hernández) is a retired military officer and was the Superintendent of the Puerto Rico Police. Fraley is also the first Puerto Rican woman to graduate from West Point Military Academy and the first woman to hold the aforementioned post of superintendent. She is also the former chief of staff of the Army Network Enterprise Technology Command. Academically, Fraley holds a Master of Business Administration (MBA) from Nova Southeastern University, a Master of Arts (M.A.) in International Relations and Affairs from Troy University, and a Ph.D. in organizational leadership from the University of Phoenix. Fraley retired from the United States Army in 2014 after 30 years of service. An oak leaf cluster is a ribbon device to denote preceding decorations and awards consisting of a miniature bronze or silver twig of four oak leaves with three acorns on the stem.
