Michael Rubio
Michael J. Rubio (born August 24, 1977) is a former California State Senator representing the 16th Senate District before resigning on February 22, 2013. He previously served as Fifth District Kern County Supervisor representing the communities of Arvin, Lamont, and East Bakersfield. Career Rubio put himself through Bakersfield College and subsequently studied Justice Administration at the University of New Haven in Connecticut, graduating with honors in Criminology. He worked for the United States Department of Justice, then returned to Kern County with a job as an advocate for youth and led an agency that provided health insurance to underprivileged children. For four years, Rubio worked for State Senator Dean Florez. In Florez's Sacramento office, Rubio worked on issues such as the quality of air in the San Joaquin Valley, opposing sludge coming into Kern County from Los Angeles and other surrounding areas, as well as initiatives in education. East Bakersfield is a region in Bakersfield, California directly east of downtown. The region was formerly known as the town of Sumner, which was later incorporated and renamed Kern City. It is primarily a mixture of residential and commercial developments. It also contains a small business district (which was the downtown for Kern City) centered on the intersection of Baker and Sumner streets. Census data is provided on the right for the time period when the region was an independent town and city. It is part of the Bakersfield urban area of almost 500,000 people. The area known as East Bakersfield includes land that is both part of Bakersfield city limits and unincorporated areas. California Proposition 19 (also known as the Regulate, Control & Tax Cannabis Act) was a ballot initiative on the November 2, 2010, statewide ballot. It was defeated, with 53.5% of California voters voting "No" and 46.5% voting "Yes." If passed, it would have legalized various marijuana-related activities, allowed local governments to regulate these activities, permitted local governments to impose and collect marijuana-related fees and taxes, and authorized various criminal and civil penalties. Debra Lynn Bowen (born October 27, 1955) is an American attorney and politician who served as the Secretary of State of California from 2007 to 2015. Previously, she was a member of the California State Legislature from 1992 to 2006. In March 2008, she was given the Profile in Courage Award by the John F. Kennedy Presidential Library and Museum.
