Michael Frendo
Michael Frendo (born 29 July 1955) is a former Maltese politician who currently is a lawyer and consultant. Previously he served in the government of Malta in various functions including as Minister of Foreign Affairs from 2004 to 2008 and Speaker of the House of Representatives of Malta from 2010 to 2013. He is from Floriana brother of Henry Frendo. Political life Frendo was first elected to the House of Representatives of Malta in 1987 and was re-elected in 1992, 1996, 1998 and 2003. From 1990 to 1992 he was Minister of State (Parliamentary Secretary) for Youth, Culture and Consumer Protection. From 1992 to 1994 he was Minister of Youth and Arts. From 1994 to 1996 he was Minister of Transport, Communications and Technology. Speaker Of The House Of Representatives Of Malta
The Speaker of the House of Representatives of Malta ( mt, Speaker tal-Kamra tad-Deputati ta' Malta) is the presiding officer of the House of Representatives of Malta. The Speaker is responsible for controlling the flow of House business and acts as "referee" during debates. It is the Speaker's duty to ensure that the rules of the House for conducting its business are followed and that all Members of the House have an opportunity to take part in debates. Balancing the right of the majority to conduct business with the right of the minority to be heard is one of the Speaker's most difficult tasks. Because it is essential that the Speaker be seen to be above party politics, he/she does not take part in debate or vote, unless there is a tie. When there is a tie, the casting vote is conventionally used in a way to promote further discussion in the house rather than ending the debate. A European Commissioner is a member of the 27-member European Commission. Each member within the Commission holds a specific portfolio. The commission is led by the President of the European Commission. In simple terms they are the equivalent of government ministers. Appointment Commissioners are nominated by member states in consultation with the commission president, who then selects a team of commissioners. This team of nominees are then subject to hearings at the European Parliament, which questions them and then votes on their suitability as a whole. If members of the team are found to be inappropriate, the president must then reshuffle the team or request a new candidate from the member state or risk the whole commission being voted down. The Venice Commission, officially European Commission for Democracy through Law, is an advisory body of the Council of Europe, composed of independent experts in the field of constitutional law. It was created in 1990 after the fall of the Berlin Wall, at a time of urgent need for constitutional assistance in Central and Eastern Europe. Creation The idea to create a Commission for Democracy through Law as a group of experts in constitutional law was conceived by the then Minister for Community Policies of Italy, Antonio Mario La Pergola.
