This is a list of members of the Victorian Legislative Council between 1937 and 1940. As half of the Legislative Council's terms expired at each triennial election, half of these members were elected at the 1934 triennial election with terms expiring in 1940, while the other half were elected at the 1937 triennial election with terms expiring in 1943. : On 17 March 1938, Robert Williams (Victorian politician), Robert Williams, Independent (formerly Labor) MLC for Melbourne West Province, died. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). John Harris (Victorian Politician)
Sir John Richards Harris (24 January 1868 – 16 September 1946) was an Australian politician. A medical officer in early life, he is also noted as the first producer of sherry in Australia. Life He was born in Chiltern to miner Thomas Henry Harris and Mary Richards Hollow. He attended Grenville College in Ballarat and then the University of Melbourne ( MB 1890, BSc 1891, MD 1902). From 1891 to 1892 he was the resident medical officer at Melbourne Hospital, and from 1892 was based in Rutherglen. Harris served with the Australian Flying Corps during World War I. At Rutherglen he had become a viticulturist, producing the first sherry in Australia in 1912. In 1920 Harris won a by-election for the Victorian Legislative Council's North Eastern Province; he was endorsed by the Victorian Farmers' Union, which soon became the Country Party. George Goudie
Sir George Louis Goudie (30 April 1866 – 30 April 1949) was an Australian politician. He was born at Homebush to schoolteacher George Goudie and Caroline Ashton. After attending state schools he acquired a farm at Birchip, and from 1904 also had a share in storekeeping firms. From 1895 to 1910 he served on Birchip Shire Council, with two terms as president from 1898 to 1899 and from 1907 to 1908. On 9 September 1890 he married Alice Maud Watson, with whom he had five sons. In 1910 he moved to Egerton, serving on Ballan Shire Council from 1914 to 1916, when he moved to Hopetoun. From 1917 to 1922 he served on Karkarooc Shire Council. In 1919 he was elected to the Victorian Legislative Council for North Western Province; he was the first representative of the Victorian Farmers' Union, soon to become the Country Party, in that body. South Eastern Province
South Eastern Province was an electorate of the Victorian Legislative Council from November 1882. It was created in the redistribution of provinces in 1882 when the original provinces of Central and Eastern were abolished. The new South Eastern, South Yarra, North Yarra, North Eastern, North Central, Melbourne East, Melbourne North, Melbourne South and Melbourne West Provinces were then created. The Legislative Council Act, 1881, created and defined the South Eastern Province as consisting of the following Divisions: Alexandra, Yea, Eltham, Lilydale, Bulleen, Boroondara, Nunawading, Malvern, Caulfield, Oakleigh, Moorabbin, Dandenong, Berwick, Cranbourne, Mornington, Flinders, Phillip Island and Brighton. Charles Gartside
Charles Percival Gartside (28 October 1887 – 11 August 1958) was an Australian politician. He was born in East Brighton to engineer James Gartside and Georgiana Edgley. He attended Cheltenham State School and became a market gardener at Dingley. On 6 May 1914 he married Eva Lillian Battley, with whom he had two sons. From 1916, in partnership with his brothers, he formed Gartside Brothers vegetable dehydration firm, gradually expanding the business to become a large cannery. From 1922 to 1940 he served on Dandenong Shire Council, with two periods as president (1926–27, 1932–33). In 1937 he was elected to the Victorian Legislative Council as a United Australia Party member for South Eastern Province. From 1948 to 1950 he was Minister of Health. William Edgar (politician)
William Haslem Edgar (21 January 1858 – 6 June 1948) was an Australian politician. He was born at St Arnaud to Irish-born engineer Edward Edgar and Mary, ''née'' Haslem. He attended St Arnaud Public School and Stawell Grammar School before working in a Melbourne warehouse for five years. He married his first wife, Elizabeth Cecelia Bingley, around 1887. He worked as a draper in Dunolly and served on the borough council from 1885 to 1886 before moving to Melbourne in around 1888 to work as an estate agent. In 1902 he was elected to Malvern City Council, serving as mayor from 1906 to 1907 and leaving the council in 1909. He was elected to the Victorian Legislative Council in 1904 as the non- Labor member for Melbourne West, holding the seat until his defeat in 1913. Clifden Eager
Sir Clifden Henry Andrews Eager (14 June 1882 – 11 August 1969) was an Australian politician. He was born in Sorrento to Irish-born Anglican reader Clifden Henry Eager and Kate Amelia Andrews. He attended state schools and then the University of Melbourne, where he received a Bachelor of Law in 1909 and a Master of Law in 1910. Around 1909 he married Ernestine Isabella May Campton, with whom he had five children. He was a barrister from 1911. In 1930 he was elected to the Victorian Legislative Council as a Nationalist member for East Yarra Province. He took silk in 1935, and during that year was briefly a minister without portfolio. Melbourne West Province
Melbourne West Province was an electorate of the Victorian Legislative Council from 1904 until 2006. It was created in June 1904 when Melbourne Province was reduced in size (four members down to two), North Yarra Province and South Yarra Province were abolished. The new Melbourne West Province, Melbourne North Province, Melbourne South Province and Melbourne East Province were then created. Arthur Disney
James Herbert Arthur Disney (8 December 1864 – 28 July 1943) was an Australian politician. He was born in Ballarat West to carter and tailor Charles Disney and Sarah Darley. He left school at fourteen to become a boilermaker, and from around 1886 worked in Melbourne. On 22 April 1886 he married Isabella Christina Hill, with whom he had five children. He left Melbourne in 1889, finding difficulty due to his union connections. He spent time as a fruiterer and woodyard proprietor, and from around 1898 was a second-hand furniture dealer. He served on South Melbourne City Council from 1908 to 1918 and was mayor from 1915 to 1916. In 1916 he was elected to the Victorian Legislative Council as a Labor member, representing Melbourne West Province. Nelson Province (Australia)
Nelson Province was an electorate of the Victorian Legislative Council (Australia). It was created in the wide-scale redistribution of Provinces 1882 when Central and Eastern Provinces were abolished and ten new Provinces were created. Its area included Camperdown, Ararat and Mortlake. Nelson was created and defined by the Legislative Council Act 1881 (taking effect from the 1882 elections) as consisting of the following divisions: Hampden, Mortlake, Ararat Shire, Ararat Borough, Ripon, Grenville, Ballaarat, Lexton, Avoca, Stawell Shire and Stawell Borough.
