Members Of The Western Australian Legislative Council, 1872–1874
This is a list of members of the Western Australian Legislative Council from June 1872 to September 1874. The chamber had 18 members, as specified by the ''Legislative Council Act 1870'' (33 Vict, No. 13). Section 1 of this Act specified that a minimum of one-third of the Council would be appointed by the Crown. Three of these were official nominees who were part of the Continuous Ministry—namely the Colonial Secretary, Attorney-General and the Surveyor-General—while the remaining three were "non-official nominees". All other positions were elected. An amendment proclaimed on 15 January 1874 expanded the Council from 18 to 21 seats, adding two elected and one nominee member. Western Australian Legislative Council
The Western Australian Legislative Council is the upper house of the Parliament of Western Australia, a state of Australia. It is regarded as a house of review for legislation passed by the Legislative Assembly, the lower house. The two Houses of Parliament sit in Parliament House in the state capital, Perth. Effective on 20 May 2005, for the election of members of the Legislative Council, the State was divided into 6 electoral regions by community of interest —3 metropolitan and 3 rural—each electing 6 members to the Legislative Council.. The 2005 changes continued to maintain the previous malapportionment in favour of rural regions. Legislation was passed in 2021 to abolish these regions and increase the size of the council to 37 seats, all of which will be elected by the state-at-large. Malcolm Fraser (surveyor)
Sir Malcolm Fraser (1834–17 August 1900) was Surveyor-General in colonial Western Australia from 1872 to 1883 and Agent-General for the colony 1892 to 1898. Malcolm Fraser was born in Gloucestershire, England in 1834. Nothing is known of his early life, except that he must have qualified as a surveyor at some stage, and that he emigrated to New Zealand. From 1857 to 1859, Fraser worked as a surveyor in Auckland. He was then district surveyor for the Native Land Purchase Department until 1863; district surveyor for the Canterbury West Gold Fields until 1867; and finally Chief Surveyor for Westland until 1869. In 1870, Fraser emigrated to Western Australia to take up the position of that colony's Surveyor-General, which had become vacant on the retirement of John Septimus Roe. William Marmion
William Edward Marmion (22 October 1845 – 4 July 1896) was an Australian politician. He was a member of the Western Australian Legislative Council from 1870 to 1890, and a member of the Western Australian Legislative Assembly from 1890 to 1896. Biography Early life William Edward Marmion was born on 22 October 1845 in Fremantle, Western Australia. Career Having worked from the age of sixteen, he started his own business at the age of twenty-one, W. E. Marmion & Co., which came to have interests in pastoral, pearling and maritime activities. He also formed mining companies after the gold was discovered in Yilgarn. When Western Australia introduced representative government in 1870, he ran unsuccessfully for the Legislative Council seat of Fremantle. He was instead made an unofficial member of the chamber, and became an official member of the Legislative Council when he won the seat of Fremantle in 1873. Electoral District Of Geraldton (Legislative Council)
Geraldton was an electoral district of the Legislative Council of Western Australia from 1870 to 1890, during the period when the Legislative Council was the sole chamber of the Parliament of Western Australia. Geraldton was one of the original ten Legislative Council districts created by the ''Legislative Council Act 1870'' (33 Vict, No. 13). The district's initial boundary ran east from the mouth of the Greenough River to Wizard Peak (in Moonyoonooka), then to the Irwin River and finally due east to the border with South Australia. It took in all of what is now considered North West Australia (including the Gascoyne, Kimberley, and Pilbara regions), as well as most of the Mid West.. Major Logue
Major Logue (c. 1826 – 1 February 1900) was an early settler of Western Australia. Born in Ireland, he arrived in the colony as a child, and eventually settled on a pastoral property near Geraldton. Logue served in the Legislative Council of Western Australia from 1870 to 1874. Logue was born in Derry, Ireland, to Elizabeth (née Goodwin) and Joseph Keys Logue. He arrived in Western Australia in 1837, travelling with parents onboard ''Hero''. In 1850, Logue overlanded stock from York to Geraldton, subsequently setting up as a pastoralist near Greenough. He named his new property ''Ellendale'', and remained there for the rest of his life. Logue entered parliament in 1870, as one of the Legislative Council's first elected representatives. Wellington was an electoral district of the Legislative Council of Western Australia from 1870 to 1890, during the period when the Legislative Council was the sole chamber of the Parliament of Western Australia. Wellington was one of the original ten Legislative Council districts created by the ''Legislative Council Act 1870'' (33 Vict, No. 13). The district's initial boundary had Bunbury as its main population centre, and reached north to Bannister and south to the Wonnerup Inlet, as well as east to the Great Australian Bight. James George Lee-Steere
Sir James George Lee Steere (4 July 18301 December 1903) was a Western Australian politician and a prominent member of the ''six hungry families''. Biography Early life James Steere was born on 4 July 1830 in Ockley, Surrey, England. He was the third of six sons of Lee Steere of Jayes, who was a leading resident and landed proprietor in the county (including High Sheriff in 1848), and his wife Anne, Watson. He was educated at Clapham Grammar School. Career He became a midshipman in the merchant service and was at sea for fifteen years. His last position was commander of the ''Devonshire'', well-known East Indiaman. Early in 1860, he emigrated to Western Australia and leased 100,000 acres (400 km²) of land in the southern part of the colony. In 1867, he was one of the first elected members of the Western Australian Legislative Council, won his seat again in 1870, and was then chosen leader of the elected members. Luke Leake
Sir Luke Samuel Leake (1828–1886), M.L.C., was a Speaker of the Western Australian Legislative Council. Biography Early life Luke Leake was born in 1828. He was the youngest son of Luke Leake, of Stoke Newington, Middlesex. Career He moved to Western Australia in 1833 (then known as the Swan River Colony), where he became a member of the Legislative Council, and was the first Speaker of that body, holding the position from 26 June 1872 until his death. He was knighted by patent in 1876 and died in 1886. Personal life In 1855, he married Louisa, daughter of the late Rev. George Walpole Leake
George Walpole Leake (3 December 1825 – 3 October 1895) was a Western Australian barrister and magistrate and nephew of George Leake (1786–1849). For short periods of time he was also Attorney-General of Western Australia. Leake held the following positions in Western Australia: Acting Crown Solicitor, 1857–8, confirmed February 1860; Acting Police Magistrate, Perth, from 1863 to 1866; Public Prosecutor, 1873 to 1874; Q.C. and Crown Solicitor, 1875; Acting Attorney-General and a member of the Executive and Legislative Councils, 1879 to 1880, and for a short time in 1883; Acting Chief Justice, 1879–80 and 1888; Police Magistrate, Perth, 1881; Acting Government Resident, Geraldton, 1886; Acting Puisne Judge, 1887 and 1889–90. Electoral District Of Albany (Legislative Council)
Albany was an electoral district of the Legislative Council of Western Australia from 1870 to 1890, during the period when the Legislative Council was the sole chamber of the Parliament of Western Australia. Albany was one of the original ten Legislative Council districts created by the ''Legislative Council Act 1870'' (33 Vict, No. 13). The district's boundary ran north-east from Point D'Entrecasteaux to the junction of the Balgarup and Arthur Rivers, and then due east from the same junction to the coast. It was bordered by the district of Wellington to the north and the district of Vasse to the north-west.. The largest town within the district was its namesake, Albany, and there were few other gazetted settlements during the district's existence. Albert Hassell
Albert Young Hassell (15 November 184120 September 1918) was a prominent Australian pastoralist and politician. Born in Albany, on 15 November 1841, Albert was the second son of pastoralist John Hassell who had pioneered the area around Kendenup in the Great Southern region of Western Australia in 1840. The young Albert was educated at a private school in Albany leaving at age 11 to work on the family farm. Working on the property Albert Hassell eventually became manager of another of his father's properties near Jerramungup from 1861 to 1863. He became the first European to overland to Esperance during the time. From 1864 to 1878 Albert and his brother, John Frederick Hassell, ran the family businesses. Hassell ran for parliament and won a by-election representing the seat of Albany in the colony's first part-elective Legislative Council from 1871 to 1874; after the term expired he resigned from the post.
