This is a list of members of the Victorian Legislative Council between 1943 and 1946. As half of the Legislative Council's terms expired at each triennial election, half of these members were elected at the 1940 triennial election with terms expiring in 1946, while the other half were elected at the 1943 triennial election with terms expiring in 1949. : On 28 July 1943, Arthur Disney, Labor MLC for Melbourne West Province, died. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Gilbert Chandler
Sir Gilbert Lawrence Chandler KBE, CMG (29 August 1903 – 8 April 1974) was a Liberal Party politician who served in the Bolte Ministry in Victoria. Chandler, a horticulturist, was educated at Scotch College in Melbourne. As a 25-year-old, Chandler played a game for the Hawthorn Football Club in the 1928 VFL season. He became a partner in his family's nursery at The Basin in Bayswater before following his father, Alfred, into politics. When Alfred Chandler died in 1935, Gilbert won the subsequent by-election and took his place as the United Australia Party representative for Southern Province in the Victorian Legislative Council. In 1935, Chandler also joined the Fern Tree Gully Shire Council, and served as its president in 1938 and 1939. He switched to the Liberal Party in 1943. Archibald Fraser (politician)
Archibald McDonald Fraser (6 June 1896 – 30 August 1979) was an Australian politician. He was born in Charters Towers to engine driver Archibald Gibson Fraser and Julia Riordan. He grew up in Kalgoorlie and was educated in Perth, receiving a Bachelor of Arts from the University of Western Australia. He subsequently studied at the University of Melbourne, where he received a Bachelor of Law. He was a barrister from 1921. On 18 December 1924 he married Gertrude Mary Prendergast, with whom he had five children. He had joined the Labor Party in 1923, and in 1940 was elected to the Victorian Legislative Council for Melbourne North Province. From 1945 to 1947 he was Assistant Minister of Lands and Water Supply, and from 1952 to 1954 he was Minister of Labour and Mines. In 1954 he resigned from parliament to become a judge on the County Court and chairman of the Victorian Licensing Court. He retired in 1968 and died at South Yarra in 1979. William Edgar (politician)
William Haslem Edgar (21 January 1858 – 6 June 1948) was an Australian politician. He was born at St Arnaud to Irish-born engineer Edward Edgar and Mary, ''née'' Haslem. He attended St Arnaud Public School and Stawell Grammar School before working in a Melbourne warehouse for five years. He married his first wife, Elizabeth Cecelia Bingley, around 1887. He worked as a draper in Dunolly and served on the borough council from 1885 to 1886 before moving to Melbourne in around 1888 to work as an estate agent. In 1902 he was elected to Malvern City Council, serving as mayor from 1906 to 1907 and leaving the council in 1909. He was elected to the Victorian Legislative Council in 1904 as the non-Labor member for Melbourne West, holding the seat until his defeat in 1913. Clifden Eager
Sir Clifden Henry Andrews Eager (14 June 1882 – 11 August 1969) was an Australian politician. He was born in Sorrento to Irish-born Anglican reader Clifden Henry Eager and Kate Amelia Andrews. He attended state schools and then the University of Melbourne, where he received a Bachelor of Law in 1909 and a Master of Law in 1910. Around 1909 he married Ernestine Isabella May Campton, with whom he had five children. He was a barrister from 1911. In 1930 he was elected to the Victorian Legislative Council as a Nationalist member for East Yarra Province. He took silk in 1935, and during that year was briefly a minister without portfolio. From 1937 to 1943 he was the unofficial leader of the United Australia Party in the Legislative Council. He was elected to the presidency of the Legislative Council in 1943, and was knighted in 1952. Higinbotham Province
Higinbotham Province was an electorate of the Victorian Legislative Council. It existed as a two-member electorate from 1937 to 2006, with members serving alternating eight-year terms. It was considered a safe seat for the Liberal throughout its history, though it was won by Labor candidate Noel Pullen in Labor's landslide victory at the 2002 state election. It was abolished from the 2006 state election in the wake of the Bracks Labor government's reform of the Legislative Council. It was located in the south-east of Melbourne. James Disney (politician)
Sir James Stanley Disney (17 June 1896 – 20 January 1952) was an Australian politician. He was born in Ballarat to Arthur Disney and Isabella Christina Hill. During World War I he served with the Australian Flying Corps and was at Gallipoli. He then became a motor dealer, running his own company. In June 1924 he married Ruby Chapman. From 1935 to 1952 he served on Melbourne City Council. He was elected to the Victorian Legislative Council in 1940 as a United Australia Party member, representing Higinbotham Province; at this time his father still represented Melbourne West for the Labor Party. Disney was a supporter of Ian Macfarlan, and served in his brief ministry in October–November 1945 as Minister of Transport and Mines. He consequently lost Liberal endorsement in 1946 and was defeated. Arthur Disney
James Herbert Arthur Disney (8 December 1864 – 28 July 1943) was an Australian politician. He was born in Ballarat West to carter and tailor Charles Disney and Sarah Darley. He left school at fourteen to become a boilermaker, and from around 1886 worked in Melbourne. On 22 April 1886 he married Isabella Christina Hill, with whom he had five children. He left Melbourne in 1889, finding difficulty due to his union connections. He spent time as a fruiterer and woodyard proprietor, and from around 1898 was a second-hand furniture dealer. He served on South Melbourne City Council from 1908 to 1918 and was mayor from 1915 to 1916. In 1916 he was elected to the Victorian Legislative Council as a Labor member, representing Melbourne West Province. He was a minister without portfolio from July to November 1924 and from 1927 to 1928. His son James was elected to the Council in 1940 for the United Australia Party. Les Coleman (politician)
Patrick Leslie Coleman (21 January 1895 – 6 October 1974), Australian politician, was a member of the Victorian Legislative Council for Melbourne West Province representing the Labor Party from October 1943 until March 1955. He was a member of the Catholic Social Studies Movement ("The Movement") in Victoria, and was expelled from the ministry and the ALP as part of the Australian Labor Party split of 1955. After his expulsion from the ALP in March 1955, he became, with Bill Barry in the Victorian Legislative Assembly, the parliamentary leader of the Australian Labor Party (Anti-Communist), which was briefly referred to in the media as the Coleman-Barry Labor Party. He was a member of that party only until June 1955. Coleman was educated at the Christian Brothers College in East Melbourne.
