McCoy Park is a park in the Portsmouth, Portland, Oregon, Portsmouth neighborhood of Portland, Oregon, United States. Named for the Oregon Senator William McCoy (Oregon politician), Bill McCoy and his wife Gladys McCoy, Gladys, the park is located at the center of New Columbia (Portland, Oregon), New Columbia, a large housing development in Portsmouth. Description and history The park was acquired in 2005 and features paved paths and picnic tables, a playground, and a basketball court. Shootings took place at or near McCoy Park in 2011, 2014, and 2016, two of them fatal. Portsmouth is a neighborhood in the north section of Portland, Oregon, United States. It is bordered by Columbia Boulevard to the north, Lombard Street to the south, Chautauqua Boulevard to the east, and a BNSF Railway cut to the west. History In 1883, a group of realtors operating as the "Portsmouth Real Estate Association" platted a subdivision around present-day Portsmouth Avenue and Lombard Street. This association referred to the subdivision as the "City of Portsmouth", although a proper municipality was never established. This land was later acquired by the Electric Land Company, which platted "Portsmouth Villa" in 1889. William McCoy (Oregon Politician)
William McCoy (June 11, 1921 – April 1996), was an American politician from Oregon. In 1972, he was the first African American elected to the Oregon State Legislature. After serving one term in the Oregon House of Representatives, he was appointed to serve in the Oregon Senate. In the next election he was elected to the same seat and served until his death in 1996. His senate district covered North Portland and much of Northeast Portland. He was a Democrat. Early life, education, and career William McCoy was born in Indianola, Mississippi on June 11, 1921. He attended high school in Missouri and attended Lincoln University for three years, studying political science. He joined the U.S. Navy in 1942 and served three years during World War II. He moved to Portland, Oregon after the war and earned a BA degree from the University of Portland in business administration and political science. Gladys McCoy
Gladys McCoy (February 28, 1928 – April 11, 1993) was an American politician who was the first African American elected to public office in the state of Oregon. Biography McCoy was born in 1928 in Chattanooga, Tennessee. She graduated from Talladega College in Talladega, Alabama, with a bachelor's degree in sociobiology. In 1967, she graduated with a master's degree in social work from Portland State University. McCoy was elected to the board of the Portland Public Schools in 1970, becoming the first black person elected to public office in Oregon, and serving until 1978. Her husband Bill was elected to the Oregon House of Representatives in 1972. McCoy was elected to the Multnomah County Board of Commissioners in 1978, resigning in 1984 to unsuccessfully run for the Portland City Council. New Columbia is a housing development in the Portsmouth neighborhood of Portland, Oregon. It was previously called Columbia Villa. It is operated by the city's public housing authority, Home Forward, and is the largest public housing development in the state. Description New Columbia is Oregon's largest public housing development. It occupies the northeast corner of the Portsmouth Neighborhood, bordered on the north by Columbia Blvd, on the east by Woolsey Avenue, on the south by Houghton Street, and on the west by Adriatic Avenue.
